- Description
- The Department of Energy (DOE), Strategic Petroleum Reserve Project Management Office (SPRPMO) located in New Orleans, LA, has a requirement for terminalling services for distribution of Big Hill site crude oil under SPR full and limited drawdowns, including test sales, non-emergency sales, and system test exercises ordered by the President of the United States, the Secretary of Energy, the United States Congress, or other government officials with the authority to direct operations of the SPR. The Big Hill site is located in Jefferson County, TX, near the Gulf of Mexico and about 23 miles southwest of Port Arthur and 68 miles east of Houston. The Government intends to award a Firm-Fixed Price contract with Economic Price Adjustment for a 5-year period of performance. The acquisition is solicited as Unrestricted, and the North American Industrial Classification (NAICS) Code is 488320, Marine Cargo Handling, which has a size standard of $38.5M. The Contractor shall provide terminal and pipeline transportation services to move oil from the DOE pipeline to vessels loading at the terminal's dock during testing or drawdown operations at DOE storage, and to move oil out of the DOE pipeline: (1) to Contractor's tank farm facilities and return to DOE's pipeline or; (2) into third party pipelines via Contractor's existing connections during drawdown. The contractor's terminal shall provide Marine Distribution capability of 200,000 BPD from DOE's 36-inch Big Hill pipeline, and Pipeline distribution of 50,000 BPD to third party pipelines via Contractor's existing connections. For drawdown, Contractor shall receive at least 13 days' written notice of impending drawdown, and all of the barrel per day capabilities are average daily capabilities over a monthly period, as well as the Contractor shall provide segregated tankage for use with receipts from DOE pipeline. The Contractor shall perform normal maintenance of requisite facilities within the Contractor's terminal property, including routine preservation, inspection, lubrication and upkeep. The Government may periodically conduct system tests to simulate drawdown of the SPR storage sites. These tests may involve actual movement of oil through the contractor's terminal, or may involve simulated movements to test management, communications, and administration. The solicitation will be made available through the FedBizOpps Website at https://www.fbo.gov/ on or about February 1, 2017. This website will be the sole distribution medium for the solicitation. No hard copies of the solicitation will be made available. Prior to award, a firm must be registered in the System for Award Management (SAM).
