Page 1 of 2 Introduction This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The VA is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. Requirement The Department of Veterans Affairs (VA), Office of Information and Technology (OI&T), Region 3 Telecommunications Business Office (TBO) has a requirement for wide area pager services for the quantities and service delivery points identified in the attached spreadsheet file name: Price Workbook - Region 3 Pager Services.xlsx. The incumbent is American Messaging Services, LLC. The North American Industrial Classification (NAICS) for this effort is 517210. Period of Performance is as follows: Base Period: 5/1/2017 to 4/30/2018 Option Period 1: 5/1/2018 to 4/30/2019 Option Period 2: 5/1/2019 to 4/30/2020 Option Period 3: 5/1/2020 to 4/30/2021 Option Period 4: 5/1/2021 to 4/30/2022 Attached please find the DRAFT Performance Work Statement (PWS) for this requirement. Submittal Instructions If your company is capable of providing the LEC services by 05/01/2017, please submit a Vendor Capabilities Statement, limited to five pages for your company, single spaced, 12 point font minimum, to include a cover page which indicates your company s full name, point of contacts and your size standard for NAICS 517210. The response shall indicate any required transition period, to include the duration of the transition. Your response should also include a cost estimate for the identified services to include any necessary transition and infrastructure costs, as applicable. All proprietary/company confidential material shall be clearly marked on every page that contains such. Also, please submit the name, phone number, and email address of the lead from your organization. All interested parties shall respond no later than 12:00 PM noon EST on January 25, 2017 via email to Contract Specialist, Michael Levchenko, at Michael.Levchenko@va.gov. This RFI is for planning purposes only and shall not be considered an Invitation for Bids, Request for Task Execution Plan, Request for Quotations or a RFP. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by VA in developing its acquisition strategy and Performance Work Statement. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. VA reserves the right to not respond to any or all emails or materials submitted.
