Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Arrowhead Scientific Inc., Arrowhead Forensic Products, 11030 Strang Line Rd. Lenexa KS 66215. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 423410 Photographic Equipment and Supplies Merchant Wholesalers; the size standard is 100 employees. Services are being procured under FAR 13.5 Simplified Acquisition Procedures. The FBI Latent Print Operations Unit (LPOU) mission is to conduct timely, high quality scientific examinations in the area of friction ridge analysis; report findings; provide expert testimony relating to these examinations in legal proceedings; provide training to the law enforcement community; and provide forensic field support to the law enforcement community on a national and international level. In order to perform its mission, the LPOU must be able to properly process evidence and capture detected prints in a timely manner, which can only be done with the proper equipment. Many types of evidence are processed with several different techniques in order to detect prints. As prints are detected, they require capture using photography, which can be done using the Full Spectrum Imaging System (FSIS). This system and its accessories are specifically adapted to be used in conjunction with the current FSIS already in use by the LPOU. The procurement of an additional FSIS with compatible accessories will provide increased optimization of use in house and during deployment. Market research has determined that there is the potential for other similar systems but the LPOU has a specific need for the FSIS, color, and Arrowhead Scientific Inc. Is the only vendor able to provide it with the listed related accessories, therefore these specific products can only be provided by Arrowhead Scientific Inc. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capabilities to respond to this requirement or submit proposals to this office by 5:00PM EST, 23 January 2017, by e-mail to the attention of Eliana York, Contracting Officer, at eliana.york@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. A justification and Approval (J&A) supporting this procurement is available upon request. Vendors must be registered in SAM effective 29 July, 2012, to be eligible to receive a Government contract. The FBI is utilizing a new financial system that has a direct interface with SAM. If any current FBI vendor data conflicts with SAM data, the information contained in SAM may override the Bureau current information. The Offeror's information in SAM must be updated and accurate, and shall include Tax ID#, EFT, DUNS#, address and contact information. The EFT banking information on file in SAM will be used to process payment to vendors.
