Description
This is a combined synopsis/solicitation for maintenance coverage for the period of one year from date of award. Maintain and repair the pop up street barriers, Delta Scientific DSC501 active vehicle barriers in stalled around the perimeter of the facility and the electric gate operators installed at the Day Care entrance/exit at the IRS Facility located in Lanham, MD. Service provider must provide proof of written certification, to maintain and repair of the current active vehicle barriers, by the manufacturer Delta Scientific. In additional the service provider shall have extensive knowledge and must be qualified to work on the unique fiber communication system installed at the facility for the active vehicle barrier systems. The vendor shall provide monthly, quarterly and annual maintenance these active vehicle barriers and gate operators. In additional provide non-emergency (during normal business hour response) and emergency (four hour response any time/day) repair of the active vehicle barriers and gate operators. Repairs are time and materials, and are in addition to the base contract price. The maintenance tasks for the active barriers and gate operators are as follows: Active Vehicle Barriers: Monthly: Check all electronic components for correct operation including tightening wires, and adjusting switches if necessary, check all hydraulic lines for wear and abrasions, check hydraulic cylinders for damage and/or worn seals, check hydraulic pumping units for leaks and for correct operation of all pump components including tightening any loose fittings, check accumulator pressures and recharge as required, check operation of limit switches and make adjustments as needed, Check heaters and thermostats for correct operation, clean barriers of trash and debris, check condition of hydraulic oil and add as needed, check signal lights, panel lights, panel push buttons for correct operation, check to insure the vehicle safety devices are functioning properly, lubricate components as necessary, and check drain lines and sump wells for drainage-includes, snaking drains up to 50' if necessary. Quarterly: Same as monthly maintenance, plus: Provide minor touch-up of paint (excludes re-painting equipment), and changing of oil filters Annually: Same as quarterly maintenance, plus: Remove and replace the hydraulic oil Gate Operators Maintenance Requirements: Monthly: Remove the power harness from the control board, clean and lubricate the fate track wheels using the recommended lubricant, inspect the track for any signs of cracking or separation, check that all mounting hardware od the gate operator is properly tightened, ensure the gates moves freely, check the corroded parts and replace, if necessary, check the battery for the following: 1.) Battery connections must be free of corrosion, 2.) Battery voltage must be 26 VDC; Reconnect the power harness for the control board, check and confirm the proper operation of all safety devices, check and confirm the operation of all installed accessories, check and confirm the operation of the manual release, verify the functionality of the battery backup or power failure option by turning off the main power source. Service provider shall be required to perform the maintenance services on a monthly basis (to be coordinated with the Contracting Officer's Representative (COR)) and provide a report at the end of the service to the designated representative. In addition, when non-emergency and emergency services are required, the service provider shall provide and report at the end of the service to the COR or their designated representative. All work shall take place at the IRS facility. Please note the service provider shall be required to have a shop stocked with typical repair parts within 25 (twenty five) miles of the place of performance. No Government furnished property is expected to be provided to the service provider for the duration of this contract. Security Requirements: Service provider technicians that will be working on-site at the Internal Revenue Service (IRS) must pass the IRS's background checks in order to work onsite at the facility. All perspective vendors shall be subject to a tax check which shall have a direct impact on the award vendor ability to receive award. Award shall be issued via purchase order in accordance with the FAR Part 13, Streamline Acquisition Procedures.
