Description

Response date: 1 February 2016, no later than 2:00 pm (PST) In accordance with Federal Acquisition Regulations (FAR) 22.503 and 22.504, NAVFAC Southwest is soliciting the views of all interested parties on the potential use of a Project Labor Agreement (PLA) for a Combat Vehicle Repair Facility project at Marine Corps Logistics Base (MCLB), Barstow, CA. The information received will be used within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of this market research. Use of a PLA is being considered for the following project pursuant to Executive Order 13502, Use of Project Labor Agreements for Federal Construction Projects (February 6, 2009): Combat Vehicle Repair Facility, MCLB Barstow, CA. The general scope of this requirement is to design and construct a 61,193 SF high-bay, low-rise Combat Vehicle Repair Facility with maintenance work bays, administrative spaces, locker, shower and break areas, mechanical, electrical, and telecommunication spaces. The facility will have a continuous spread footing with concrete slab on grade, reinforced concrete masonry unit and metal panel walls, translucent panels, skylights, and standing seam metal roof. The facility shall comply with seismic requirements. The project includes all pertinent site improvements, site preparation, structural fill, paving, mechanical and electrical utilities, communications systems, drainage, Anti-Terrorism/Force Protection (AT/FP) features, exterior lighting, industrial waste trench drain, and environmental mitigation including removal of contaminated soil. In accordance with DFARS 236.204(ii), the estimated construction project price range is between $25,000,000 and $100,000,000. The North American Industry Classification System (NAICS) Code is 236220 (Commercial and Institutional Building Construction) with a Small Business Size Standard of $36.5 million. Interested parties are invited to provide your responses regarding PLAs by utilizing the attached Project Labor Agreement Inquiry Form. Responses to this notice are due no later than 2:00 p.m. (PST) on 1 February 2016.
