Description

The National Cemetery Administration issued a requirement for Shelter Electrical Service Repairs Project at Jefferson Barracks National Cemetery, Solicitation Number: VA786-17-R-0116. Project Location: Jefferson Barracks National Cemetery, 290 Sheridan Road, St. Louis, Missouri 63125. The Contractor: Shall furnish all labor, material, tools, equipment, and supervision required to provide the trouble shooting and repairs of the underground electric cable splices located in the hand holes for shelters 2, 3 and 5 in accordance with all current and applicable NEC codes and per applicable local, state and federal regulations all as described herein. Summary of Work: The Work shall include, but shall not be limited to the following (not necessarily in the order indicated): Contractor shall provide all supervision, labor, materials, tools, and equipment to trouble shoot and repair the electric cable splices located in the hand holes per accompanying drawings and specifications. Haul away & dump debris and waste to an approved disposal site. Thoroughly clean up the work area at the end of each day s work, and at completion of the project. Leave premises clean and free of waste, scrap, used equipment, or other material intentionally or incidentally delivered to the site by Contractor or Contractor s personnel. Time of Completion: The project shall be completed within 30 calendar days after notice to proceed. Contractor Quality Control: The Job Site Superintendent will: a) review and approve submittals, b) inspect the quality of work performed, and c) certify the completed work for payment and other purposes. Availability/Constraints of Site: See attachments in Solicitation: Specification Sections 01010 General Requirements and Jefferson Barracks National Cemetery - Additional Information and Requirements. Submittals after Award: Submit samples and shop drawings per specifications. Plans/details: Cover Sheet, X-1; Site Plans, L-1 & L-2. POC: The Contracting Officer s Representative (COR) for this project is: Terry Dettmann. Project completion: The project site shall be protected and/or restored to a condition equal to that existing prior to the commencement of work. The Government will award this solicitation as a Firm Fixed Price Service Contract in accordance with the criteria contained in 52.212-2. This Acquisition is 100% Service Disabled Veteran-Owned Business Set-Aside. The NAICS Code is 237130. Size standard is $36.5 Million. Electronic solicitations will be available for download from Federal Business Opportunities (FBO): http://www.FedBizOpps.gov on or around January 23rd or 24th, 2017. Responses to the solicitation will be due 21 days after solicitation issue date. Therefore, if solicitation is issued on 23 January 2017, offers would be due by 2:00 p.m., 13 February 2017. Offeror s are advised that they are responsible for obtaining amendments to the solicitation which is available at FBO: http://www.FedBizOpps.gov. No telephone requests will be accepted. Prospective offeror s must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals. (See Provision 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered. Please go to the VA eCMS Vendor Portal website at https://www.vendorportal.ecms.va.gov to register. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on Request a user account to register. Information shall be submitted in the manner requested in INSTRUCTIONS TO OFFERORS. Failure to submit all documentation required as required so may result in your submission being determined technically non-responsive and removed from further consideration. PRE-BID SITE VISIT: Pre-bid Site Visit inspection is highly recommended, contact the Cemetery Director: Jeff Barnes at (314) 845-8320 or by e-mail at: Jeff.Barnes@va.gov or the Contracting Officer s Representative (COR) Terry Dettmann at (314) 845-8320 or by e-mail at: Terry.Dettmann@va.gov to schedule visit. The Pre-Bid Site Visit will be held at Jefferson Barracks National Cemetery, located at: 290 Sheridan Road, St. Louis, MO 63125. In order for the Government to post all questions and answers on FBO pertaining to this solicitation. All questions must be submitted via e-mail to the Contracting Officer: Henry C. Dukes at henry.dukes@va.gov No Later Than (NLT) Tuesday, 07 February 2017 by 12:00 PM EST. Any questions generated after the site visit must be submitted in writing and emailed to the Contracting Officer by Noon, Tuesday 07 February 2017. Any questions received after that date will be considered too late and will not be answered.
