- THIS REQUEST AND PROCUREMENT IS 100% RESTRICTED TO SERVICE-DISABLED, VETERAN-OWNED SMALL BUSINESSES (SDVOSB). THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS A REQUEST FOR SF 330'S ARCHITECT/ENGINEER QUALIFICATION PACKAGES ONLY. ALL INFORMATION NEEDED TO SUBMIT SF 330 DOCUMENTS IS CONTAINED HEREIN. NO SOLICITATION PACKAGE, TECHNICAL INFORMATION, OR BIDDER/PLAN HOLDER LIST WILL BE ISSUED. THERE WILL BE NO SITE VISITS ARRANGED DURING THIS PHASE OF THE REQUIREMENT. THIS PROJECT IS SUBJECT TO AVAILABILITY OF FUNDS. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Federal Acquisitions Regulations (FAR) 36.6 (Brooks Act) selection procedures apply. Firms that design or prepare specifications in conjunction with this contract are prohibited from participating on any future contracts based on those documents. GENERAL INFORMATION The Department of Veterans Affairs, VA Medical Center in West Palm Beach, FL is seeking sources and intends to award a firm fixed-price contract for Architect/Engineering (A/E) services for the development of complete construction documents, which include working drawings, specifications, reports, and construction period services, for Project # 548-15-201, Provide Return Ducts and Controllers on AHUs located at the VA Medical Center in West Palm Beach, Florida. The A/E Services listed herein are being procured in accordance with the Brooks Act (Public Law 92-582) and in accordance with Federal Acquisition Regulation (FAR) 36.6 and VAAR 836.6. All submissions will be evaluated in accordance with the evaluation selection criteria as specified herein. The VA Medical Center West Palm Beach is a working facility and phasing plans for minimizing downtime, and provisions for continuation of service during outages is critical to this project. PROJECT INFORMATION The NAICS Code for this procurement is 541330 Engineering Services and the annual small business size standard is $15M. The projected award date for the anticipated A/E contract is on or before May 30, 2017. Work will be completed, excluding construction period services, within 180 calendar days after receipt of the Notice to Proceed. The NAICS code for the anticipated Construction project is projected to be 236220 and magnitude of construction is predicted to be between $1,000,000 and $2,000,000. The anticipated award date of the construction phase of the project is projected to be by May 2018. An Architect & Engineer (A/E) contract will be negotiated for the development of complete construction documents which include working drawings, specifications, reports, and construction period services. The A/E will be given written information; participate in project planning meetings, pre-bid meeting, and pre-construction meeting as required; communicate with VA personnel via telephone, email or letter; and is expected to coordinate so that the final documents include all requirements in accordance with industry standard practices, VA standards, VA design manuals, and review comments. The selected A/E firm will be responsible for being responsive to the VA Medical Center and provide basic A/E services during the Construction Period Services phase of this project and shall service the government in an advisory and consultant capacity. This project will provide all engineering services necessary for design of a project described here called Provide Return Ducts and Controllers on AHUs. The project Provide Return Ducts and Controllers on AHUs includes designing of return air duct system to convert 100% outside air units to return air systems and modifying minimum maximum air intake set up. The goal is to reduce outside air supply from 100% to minimum required quantities to save energy. All new electric/direct digital controls shall be BACnet protocol ready, work seamlessly with existing BAS, and BACnet tested and approved. Contractor shall use a BAS integrator as part of the project if using a company other than the existing brand of host system. It shall be the responsibility of the controls contractor to coordinate all work with the systems integrator. Controls contractor shall provide all engineering and technical assistance required for integration into BAS. Contractor and AE shall visit construction area and field-verify all existing equipment, systems and operation during the design phase. Sequence of operation shall ensure total and outside air change requirements satisfied. Outside, return, relief and exhaust air dampers shall be opposed blade, aluminum with stainless steel hardware and shall be coated at factory with epoxy, with damper command indicating at what percentage dampers are open. All air flow sensors shall be 2% accurate or better. All electrical (both hi and low voltage) wiring shall be installed by a licensed Electrical Contractor. All Air Handler Unit shut downs shall be coordinated with COR, no Air Handler Unit shall be shut down without approval by COR. Contractor shall work during weekend and government holiday weekends for installation as needed to minimize disruption of affected areas. Work performed shall be at no additional cost. AHU-4 is serving Dietetics and utilizing 100 % outside air. Evaluate/design a return air system per VA guidelines. AHU-35 is serving LAB Service area and utilizing 100 % outside air. Evaluate/design a return air system from dry laboratory per VA guidelines. AHU-36 is serving Autopsy. Evaluate/design a return air system per VA guidelines. AHU-8 is serving office area and maintenance shops. Evaluate/design a functioning return air system. AHU-12 and AHU-13 serving Lobby (Atrium) Evaluate/design return air system if it can provide 100% return air. AHU-16 serving Canteen-Dining and AHU-17 serving Canteen-Service: Evaluate/design return air system if it can provide 100% return air. AHU-21 serving operating rooms. Evaluate/design a return air system per VA guidelines. AHU-22 serving recovery areas. Evaluate/design a return air system per VA guidelines. All design shall comply with latest VA and ASHRAE standards, VA HVAC Design Manual and current sequence of operations. Design shall be in accordance with all applicable requirements of the NFPA, EPA, OSHA, National Plumbing Code, National Electric Code, National Safety Code, VA Specifications, VA Standard Details, VA Construction Standards, and applicable local, state, and federal regulations. All designs shall incorporate all electrical, mechanical, controls, programing, plumbing, structural, and architectural components necessary to provide for a complete installation. The A/E will be required to perform all necessary site survey work such as verification of as built drawings, demolition and new construction and verifying and analyzing of existing AHU systems. The following investigative work shall be included within the scope of project: Provide all architectural, electrical, mechanical, and structural investigative work for application for project. Existing conditions may be field verified to insure the accuracy of the A/E designs Verify VA furnished as built drawings to insure A/E design is accurate. It is the A/E's responsibility to determine existing conditions and to base the design on this information. Also, the A/E shall review all existing drawings and determine those required to be used for each project, to insure no design deficiencies. Materials to be furnished to the A/E by the VA The following items shall be furnished to the A/E upon request: Single prints (or CAD drawings, if available) of the station utility drawings and building floor plans. Note Additional copies will be the responsibility of the A/E. The accuracy of these drawings is not guaranteed and shall be used only for general information. Actual conditions may be field verified by the A/E. The A/E will review existing drawings on file and determine what copies will be needed on a per project basis. Construction specifications and design related information are available on-line at the following website: http://www.cfm.va.gov. A/E may be provided with specific specification sections which have been modified for this Medical Center. Guidelines for identifying project drawing titles and numbers: Fonts: A/E shall use the AutoCAD "ROMAND" (or similar) style font for all text used on the construction documents. Text Size: Text size shall be 1' 0" height minimum at 1/8" scale, or 6" height at 1/4" scale. Layering: VA Form 08 6231 30" X 42" drawing sheet containing VA title block or AutoCAD VA Form 08 6231. The A/E will be required to perform all necessary site survey work such as verifying record drawings. The AE firm shall design this project with 20% deducts alternates included. 3. AE SELECTION PROCESS Responsive firms submitting SF 330 s in response to this announcement, not later than the closing date and time specified herein and in accordance with submission requirements, will be considered for initial selection evaluation. Following initial evaluation, a minimum of three firms that are selected as the most highly qualified based on the selection criteria responses, will be invited for interviews. Selected firms will be notified by telephone or email of selection and provided further instructions. Evaluating past performance and experience may include information provided by the firm, customer inquiries, Government databases, and publicly available sources. Failure to provide requested data, accessible points of contact or valid phone numbers could result in a firm being considered less qualified. All projects provided in the SF-330 must be completed by the office/branch/individual team member actually performing the work under this contract. 4. SELECTION CRITERIA Evaluation and selection of firms will be based on submissions and direct responses to the following criteria in accordance with FAR 36.602-1 and VAAR 836-602-1: Professional qualifications necessary for satisfactory performance of required service and working together as a team (in-house and/or consultants(s). (The firm and A/E on staff representing the project or signing drawings in each discipline must be licensed to practice in the State of Florida under Florida State law requirements. Provide Professional License numbers and or proof of Licensure.) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. (Include Government and private Experience on similar projects) Capacity to accomplish work in the required time. (Provide firms experience with similar size projects and available capacity of key disciplines). Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. (Government Past Performance Information Systems may be accessed) Location in general geographical area of the project and knowledge of the locality of the project; (It is expected that your SF 330 submittal will show your knowledge of the locality of the project.) The area of consideration for offers is a 500 mile driving radius between offeror principal business location and the VA Medical Center, West Palm Beach, FL. Offers outside the 500 mile radius will not be considered. (Determination of mileage eligibility will be based on www.mapquest.com). Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. (Awards, Outstanding Merits, Recommendations) Record of significant claims against the firm because of improper or incomplete architectural and engineering services. Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. The selected A/E should have previous experience in the design of air handler unit replacements within Medical Facilities. The A/E must provide documentation of at least two designs of air handler unit replacements within Medical Facilities with references, names, and phone numbers with their SF-330. 5. SUBMISSION CRITERIA/REQUIREMENTS Interested firms having the capabilities to perform this work must submit: ONE (1) ELECTRONIC SF 330, including Parts I and II, and attachments (if any) electronically to Jose.Delgado3@va.gov no later than 4:00 PM, Eastern on February 10, 2017 Size limits of e-mails are restricted to 5MB. If more than one email is sent, please number emails in Subjects as 1 of n. (Example: SF-330 Submission, # VA248-17-N-0293 Provide Return Ducts and Controllers on AHUs, Project #548-15-201 (1 of 2, 2 of 2, etc.) AND MAIL (or hand deliver) THREE (3) HARDCOPIES of the SF 330, including Parts I and II, and attachments no later than 4:00 PM, Eastern on February 10, 2017 to: Department of Veterans Affairs VA Medical Center West Palm Beach Network Contracting Office 8, Building 12 ATTN: Jose Delgado 7305 N. Military Trail West Palm Beach, FL 33410 All SF-330 submissions shall be clearly identified in subject line of the email copy and on the outer envelope of the hard copy submission, displaying the Sources Sought number and project title. Interested firms are responsible for ensuring delivery of submission. In addition to the SF 330 s, offerors must include a cover sheet containing the following information: Company name Address Phone number Name and email of primary point of contact Number of completed VA projects Socio-economic status contractor and all proposed consultants DUNS number and Cage Code for Contractor and all proposed consultants Tax ID number. The submission must also include a copy of the firm s CVE certification letter. SF 330 must indicate the percentage of the contract performance cost that will be expended by the prime firm s employees and in which discipline(s) and subcontracted percentage of contract performance cost to be expended (and in what disciplines). All subcontract and other related business entities must be identified by name, office location and size/type of business (i.e. SDVOSB, VOSB, 8(a), large, etc.). This is in order to assure compliance with FAR Clause 52.219-14(b) (1) Limitations on Subcontracting. Failure to provide this information may deem the firm nonresponsive and preclude SF 330 submittal from being included in the evaluation process. 6. Failure of a proposed SDVOSB to be verified by the CVE at the time the SF 330 is submitted shall result in elimination from consideration as a proposed contractor. All joint ventures must be CVE verified at time of submission and submit agreements that comply with 13CFR 125.15 prior to contract award. Each respondent must be able to demonstrate the ability to comply with FAR Clause 52.219-14, Limitations on Subcontracting. Submittals received after the date and time specified will not be considered. Late proposal rules per FAR 15.208 will be followed for late submittals. Firms not providing the required information may not be evaluated. All information must be included in the SF-330 submission package.
