- The US Army Corps of Engineers (USACE), Directorate of Contracting intends to insert a brand name specification into a firm fixed price contract for Project Number VA-0007-2016, New Bed Tower, Tampa, Florida. The New Bed Tower is an addition to the VA's James A. Haley Veterans Hospital (JAHVH) campus. It consists of 222,000 gross square feet and will feature approximately 100 medical surgical single patient rooms and 40 intensive care unit beds, as well as assorted support, education and canteen service spaces. The integration of building systems for the addition with the rest of the campus is critical to the operations, management, and ultimately the treatment of patients at JAHVH. The design for the New Bed Tower calls for a Simplex Overhead Paging System like that used throughout the JAHVH campus. As the New Bed tower is integral to the treatment of patients at JAHVH, facility operations, management, and protection systems across the campus must be seamless. The overhead paging system installed in the Bed Tower will need to be an extension of the campus-wide overhead paging system so that pages can continue to be made from the Telephone Operators or VA Police to cover all areas of the campus when needed. The existing JAHVH campus has a Simplex campus-wide overhead paging system. This system is zoned by building, floor, and wing or area so that pages can be directed to the smallest area necessary in keeping with the facility's campaign to provide a quiet and healing environment. The majority of pages are initiated by the Telephone Operators in accordance with hospital policy, and an additional console is located in VA Police Dispatch for emergency use. Certain other authorized users are given permissions to access and use the system in specific areas of the facility. The existing campus overhead paging system is not capable of directly interfacing with any other manufacturer's system to provide bidirectional communications due to Simplex's proprietary encryption protocols. It is the Government's position that because the Overhead Paging System for the New Bed Tower must seamlessly interface with the system used throughout the campus, and that the Simplex system is proprietary and any attempt to make it interface with other systems, if possible, is cost prohibitive, the Simplex system is the only feasible alternative for the New Bed Tower. However, the Government seeks comments from vendors regarding its position and, if any, reasonable alternatives.
