- The Army Contracting Command-Warren-United States Army Intelligence and Security Command (ACC-WRN (INSCOM)) intends to award a sole source contract under the authority of 10 U.S.C 2304(c)(1) - FAR 6.302-1- Only one responsible source and no other supplies or services will satisfy agency requirements, to MHM Innovations, Inc. 3975 University Dr. STE 310, Fairfax, VA. The requirement is provide a wide range of System Engineering and Technical Assistance Support (SETA) support activities, ranging from Cloud computing architecture for intelligence data analysis systems, integration of intelligence capabilities into the Intelligence Community (IC) architectures, information assurance, testing, and preparation of technical, administrative, and acquisition documentation. MHM is currently providing critical support to key projects such as Intelligence Support to Defensive Cyberspace Operations Intelligence Support (DCOIS) Operations at Theater Defensive Cyber Operations for U.S. Army Network Enterprise Technology Command (NETCOM) Regional Cyber Centers in U.S. Army Europe (USAREUR), U.S. Army Pacific (USARPAC), U.S. Forces Korea (USFK) and U.S. Army Central (ARCENT). MHM Innovations also provides subject matter experts (SMEs) to support the Cyber Tool Development efforts at Fort Meade and Fort Gordon and transition to incoming contractors. Without approval to extend the current contract with the required expertise, the G-7 will have a gap in service to support open source intelligence (OSINT), DCOIS, and other G-7 projects. This action will result in a Firm Fixed Price (FFP) bridge contract with a period of performance of six months beginning 01 February 2017. The proposed bridge contract is to complete on-going efforts under Contract Number W911W4-13-F-0012 without a disruption of service. The NAICS code for this requirement is 541618. The size standard is $15.0M. This notice of intent is NOT a request for competitive proposals. The Government intends to solicit and negotiate with only one source. No Request for Proposal (RFP) will be available for competitive proposals. However, responsible interested parties may submit a proposal which identifies their interest and capability. A determination not to compete the proposed procurement based upon responses to this notice is solely with the discretion of the Government. The Government will not pay for any information received.
