- N00164-17-R-JV02 - SOLE SOURCE - COMMON CHASSIS SIGINT MISSION SENSOR SPARES, REPAIRS, REDESIGN, MODIFICATION AND ENGINEERING SERVICES - FSC 5998 - NAICS 334511 Anticipated Issue Date: 10 FEB 2017 - Anticipated Closing Date: 09 MAR 2017 - 2:00 PM EST SOLE SOURCE PROCUREMENT - Naval Surface Warfare Center (NSWC) Crane has a requirement to award a five-year unpriced Basic Ordering Agreement (BOA) for spares, repairs, redesign, modification and engineering services in support of array, CPU cards and sensor cards used in the Common Chassis SIGINT. Job Orders shall be within scope, issued within ordering period, and be within the maximum total dollar value of approximately $45,000,000 over a five-year period. The proposed unpriced BOA is for the supplies and services for which the Government intends to solicit and negotiate with one source, the OEM, AERONIX, INC., 1775 West Hibiscus Boulevard, Suite 200, Melbourne, FL 3290, under authority of FAR 6.302-1 (statutory authority 10 U.S.C. 2304(c)(1)). The basis for restricting competition is the lack of sufficient technical data and duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. The duplicative cost and delay necessitated are from first article testing, flight certification and stress analysis of the spares within the Common Chassis. Awarding to an alternate source would be a minimum of three (3) years for development, production, system integration and operational test verification. No formal Solicitation will be posted. A draft BOA will be provided to the contractor. The anticipated contract award date is third quarter fiscal seventeen (17). All responsible sources may request a copy of the draft BOA and submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
