- Attachment 1 Minimum Specifications PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The request for quotation (RFQ) number is N66604-17-Q-0972. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to purchase the following items on a Firm Fixed Price (FFP) basis: CLIN 0001: Instron 5900 Series Controller upgrade for Model 5586, Catalog #5900R; Qty: 1 CLIN 0002: Instron 8800MT Series Controller upgrade for Model 8503, Catalog #880-633; Qty: 1 CLIN 0003: Installation; integration, verification, and on-site training; Qty: 1 Minimum requirements for these CLINs are stated in Attachment #1. FOB Destination is Naval Station Newport, Newport RI and required delivery date is 90 Days after contract award. This procurement is unrestricted as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The applicable NAICS Code is 334519 and the business size standard is 500 employees. The government intends to award to a single FFP purchase order to Illinois Tool Works Inc., dBa Instron Corporation, 852 University Ave Norwood MA, 02062-2643. The Naval Undersea Warfare Center is seeking to upgrade existing Instron Corporation Material Test Machines Model #s 5586/8503. In order to ensure that the upgraded hardware, controllers, electronics, and software, functions properly with the existing load frame, it is the best interest of the government to acquire these upgrades directly from Instron Corp. In addition, existing Legacy Data that has been collected over the decades are an Instron proprietary format that allows the test to be re-run on Instron specific software. The government has determined that existing Data would be unusable and can only be transferred utilizing Instron Corp software upgrades. Upgrades conducted other than Instron Corp introduces an unacceptable level of risk for this purchase. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency to determine if this purchase can be competed. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The provision at FAR 52.212-1; Instruction to Offerors - Commercial, applies to this acquisition. The applicability of provision 52.212-2; Evaluation - Commercial Items, specific evaluation procedures include technical approach and cost/price. Offers should include a completed copy of the provision at 52.212-3; Offeror Representations and Certifications - Commercial items with their offer. The Clause 52.212-4; Contract Terms and Conditions - Commercial Items, 52.212-5; Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items apply to this solicitation. Additional terms and conditions: Defense Priorities and Allocations System (DPAS) rating is DO-C9. NOTE: In accordance with Clause 252.211-7003, Unique Item Identifier (UID) applies to the hardware line items. The UID information must be submitted in WAWF and a UID tag must be affixed to this item prior to shipping.
