- Request for Quotations - Replace Carpeting at North Cascades Visitor Center The National Park Service, North Cascades National Park (NOCA) has a requirement to Replace Carpeting (Purchase and Installation) at the NOCA Visitor Center located in Newhalem, WA. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95, dated 1/13/2017; RFQ is set aside for small businesses, NAICS 238330 Flooring Contractors, with a small business size standard of $15 million average annual gross receipts for the past three years. Any resulting contract will be subject to the Service Contract Act (SCA), Wage Determination # WD 05-2563 with latest posting at www.wdol.gov on 1/01/2017. The Government intends to make a Firm Fixed Price, Simplified Acquisition (FAR Part 13), Best Value Award to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. 1. Description / Background: The work to be performed consists of replacing carpet (providing and installing) carpeting and appurtenances throughout the North Cascades Visitor Center, located in Newhalem, WA. The 11,930 square foot Visitor Center was built in 1991. The carpet and rubber cove base were original to the building but have received standard wear and tear over the past 25 years. Additionally, in 2015 nearby wildfires impacted the building and carpet with residual smoke, and in December 2016, failure of a fire suppression sprinkler head caused significant water damage to carpet in the theater room. The NPS has removed carpet, pad, and rubber cove base from the building. Carpeting and related materials specifications and all work required will be performed under a single firm fixed price purchase order/contract per this solicitation/RFQ and the attached Statement of Work (SOW). 2. Location: a. The North Cascades Visitor Center is located in Newhalem, Washington 98293, with the access road located at approximately milepost 120 on State Route 20.
