Description
PRE-SOLICITATION NOTICE: Air Combat Command Acquisition Management & Integration Center (ACC AMIC); Joint Base Langley-Eustis is soliciting to provide non-personal services for the Remotely Piloted Aircraft (RPA) Operations and Maintenance (O&M) Support program. The primary objectives of this contract are to provide a high level of MQ-1, MQ-9 and RQ-4 organizational-level (O-level) maintenance and qualified Launch and Recovery Element (LRE) pilot and sensor operator aircrew support for MQ-1 Predator and MQ-9 Reaper Remotely Piloted Aircraft (RPA) weapons systems to sustain the combat and training capability at tasked locations worldwide. The contract is centrally managed by the ACC Acquisition Management and Integration Center (ACC AMIC) at Joint Base Langley-Eustis, Virginia. Support shall include aircraft maintenance management, Aerospace Ground Equipment (AGE) and Ground Support Equipment (GSE) maintenance, supply support, Command, Control, Communications, Computer, Intelligence, Surveillance, and Reconnaissance (C4ISR) Systems O&M support, Quality Assurance, Quality Control, and ancillary support programs This acquisition is anticipated to be solicited as full and open. All responsible sources may submit a proposal, which will be considered. The North American Industry Classification System Code for this requirement is 488190. The solicitation will be issued as a Request for Proposal (RFP) utilizing Federal Acquisition Regulation, Part 15, Contracting by Negotiation. The government seeks to award to an offeror who gives the Air Force the best value utilizing subjective trade-off. The Government contemplates award of a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract with fixed price, fixed price level of effort and cost reimbursable line items resulting from this solicitation. The IDIQ Ordering period will be 7 years from date of award, with no options at the IDIQ level. Options will be included at the task order level only. The RFP is planned to be posted on Federal Business Opportunities (FedBizOpps) world wide website www.fedbizopps.gov on or about 9 February 2017. The anticipated contract award date is mid-December 2017. Please note that all information pertaining to subject solicitation including updates on the acquisition and/or amendments to the solicitation will be posted to the FedBizOpps website. The Contracting Officer for this acquisition is M. Joy de Lande and the Contract Managers are John Bonafede and Alex Luker.
