Description

JUSTIFICATION REVIEW DOCUMENT This Exception to Fair Opportunity (EFO) Justification is being posted in compliance with FAR 16.505(b)(2)(i)(A), after placing an order exceeding the simplified acquisition threshold that is supported by a limited-sources justification. On December 18, 2016, The Army Contracting Command-Aberdeen Proving Ground issued a modification to extend the current Strategic Services Sourcing (S3) task order for services supporting the Software Engineering Center (SEC) Worldwide Command, Control and Communications(C3) Systems Field Software Engineering Support. The order was awarded to ManTech Advance Systems International, Inc.(Cage Code: 5N741) under W15P7T-12-D-E005, Task Order KX01. This order was issued under the authority of 10 U.S.C. 2304c(b)(1), as implemented by FAR 16.505(b)(2)(i)(A), the order must be issued on a sole-source basis as the need for the services is so urgent that providing a fair opportunity would result in unacceptable delays. It is estimated that the time required to conduct a limited competition for these interim services would result in an unacceptable break in these mission critical services with negative impact to the Warfighter. The justification document is provided in the attached package.
