- FY17 Hazardous Cargo Pad and Taxiway, Holloman Air Force Base, Otero County, New Mexico The proposed procurement is a Small Business Set-Aside Best Value Tradeoff Request For Proposal (RFP), and thus open to small businesses only. NAICS is 237310/SIC 1611, with a size standard of $36,500,000.00. The magnitude of construction for this project will be between $5,000,000.00 and $15,000,000.00. Bonding will be required for this acquisition. Offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about 20 January 2017, with proposals due on or about 22 February 2017. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds. THE PROJECT consists of constructing a Hazardous Cargo Pad (HCP) and Access Taxiway, west of runway 04-22 at Holloman Air Force Base (HAFB), New Mexico, in compliance with all Airfield and Explosive Safety criteria. Ancillary facilities include pavement marking, airfield lighting and signage, and a new water line to supply water to a new fire hydrant at the site. Project will include an HCP consisting of 7,500 SM of concrete and 50' asphalt shoulders, as well as an Access Taxiway consisting of 16,500 SM of concrete, also with 50' asphalt shoulders. The new HCP and associated taxiway will be concrete airfield pavement designed for medium load aircraft. The HCP will consist of 16 inches of Portland cement concrete airfield pavement with embedded aircraft tie downs. The HCP is crowned at its center then slopes out and downward at 1%. The paved asphalt shoulders of the HCP and taxiway slope outward at 2%, away from the concrete pavement. The access road to the HCP will be asphalt paved. In addition, rerouting of existing utilities, storm drainage, paved shoulders, aircraft grounding system and aircraft tie down points will be part of the project. A new 8-inch water line will be provided to supply water to a new fire hydrant to be located adjacent to the HCP. The site is currently undeveloped, covered with sparse desert vegetation crossed by miscellaneous unpaved access roads. Demolition is limited to removal of small quantities of pavement where the project connects to runway 04-22 and Kelly Rd. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. The proposed procurement will result in a firm-fixed price contract.
