N00164-16-G-JQ69-0003 - SOLE SOURCE - MX FAMILY OF SYSTEMS - FSC 1680 - NAICS 334511 Anticipated Issue Date 30 JAN 2017 - Anticipated Closing Date 9 MAR 2017 - 2:00 PM EDT Naval Surface Warfare Center (NSWC) Crane Division intends to issue a Job Order (JO) under a sole source Basic Ordering Agreement (BOA) N00164-16-G-JQ69. The BOA was issued to Canadian Commercial Corporation (350 Rue Albert St Suite 700, Ottawa, K1A 0S6) on behalf of L-3 Communication Wescam (649 North Service Road, Burlington, Ontario, L7P 5B9, Canada), Acquisitions under the BOA have been and will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition was the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. As a result of this JO the overall contract ceiling for BOA N00164-16-G-JQ69 will remain unchanged. This JO is anticipated to procure Field Service Representative services to support the MX Systems used on the US Army's Aerostat, Enhanced Medium Altitude Reconnaissance System (EMARSS), and Guardrail RC-12X platforms. The MX system is a multi-spectral sensor which is used on the manned and unmanned aerial vehicles. Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to Canadian Commercial Corporation through electronic mail. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, contracting by negotiations. The anticipated contract action award date is 31 July 2017.
