- The National Cemetery Administration is soliciting offers under Solicitation No: VA786-17-R-0069 for a project to Remove and Replace the Retaining Wall located in Galena, Missouri for the Springfield National Cemetery. Project Location: Galena, MO The Contractor: Shall provide all labor, materials, tools, equipment, transportation and supervision to remove and replace the retaining wall located on private property in Galena, MO near the Springfield National Cemetery. Pre-Bid Site Visit: A pre-bid site visit by the bidder is required in order to get an accurate and clear understanding of the conditions of the site. The scheduled date of the pre-bid visit will be set by the Springfield National Cemetery. Summary of Work: Work includes, but is not necessarily limited to: Removal and breaking apart of two existing walls (headstones stacked on top of one another) and replacing with Two (2) walls: Each 45-feet long and 36-inches tall from finished grade (min) for the entire distance (90-feet total) with a new block retaining wall. The existing walls are separated by a dirt road with each wall approximately 45-feet in length and three-feet tall at the highest section. The existing retaining walls consist of approximately 300 government headstones that need to be properly broken apart on-site and inspected by the COR to confirm the names imprinted on the headstones are no longer identifiable, then hauled away to a pre-approved dump site. Accessibility to the site is difficult (refer to attached map in solicitation) and includes access along approximately half mile of dirt road and two narrow property gates, therefore large heavy construction equipment will not be allowed on the property. Care will be needed in utilizing the dirt road such that the road is placed back into the same condition as it currently exists. Delivery of the block wall materials to the site will need to be made prior to the demolition of the existing wall to provide the property owner with some level of assurance that the removed wall will be replaced as soon as possible. The purpose of the wall is to prevent the road from washing out when water overtops during a large storm event. The basis of design for the new block retaining walls is Versa-Lok Standard Unit Retaining Wall Systems with their cap unit adhered to the top of the wall. The construction includes 6-inches of crushed stone for the base of the wall with the first block unit buried below ground level. The top 12-inches of backfill material may utilize the existing excavated topsoil, however additional topsoil may need to be hauled in. The bottom backfill material will use drainage aggregate. All work will need to strictly follow the manufacturer s recommendations. Work shall be performed by a full time professional with two or more years of experience in the respective trade. All work must be in accordance with applicable federal, state and local codes and regulations. The work includes site investigation to verify all measurements and site conditions before start of the work and the ordering of any materials. All work shall be performed in a professional workmanship like manner. All adjacent disturbed surfaces shall be repaired to the same quality standards of the existing work and shall also match the adjacent areas. Properly remove and dispose all debris from the property. The Government will award this solicitation as a Firm Fixed Price Service Contract in accordance with the criteria contained in 52.212-2. This Acquisition is 100% Service Disabled Veteran-Owned Business Set-Aside. The NAICS Code is 238140. Size standard is $15 Million. Electronic solicitations will be available for download from Federal Business Opportunities (FBO): http://www.FedBizOpps.gov on or around January 23rd or 24th, 2017. Responses to the solicitation will be due 21 days after solicitation issue date. Therefore, if solicitation is issued on 23 January 2017, offers would be due by 2:00 p.m., 13 February 2017. Offeror s are advised that they are responsible for obtaining amendments to the solicitation which is available at FBO: http://www.FedBizOpps.gov. No telephone requests will be accepted. The Pre-Bid Site Visit Participants will meet at Springfield National Cemetery, located at: 1702 East Seminole Street, Springfield, MO 65804. In order for the Government to post all questions and answers on FBO pertaining to this solicitation. All questions must be submitted via e-mail to the Contracting Officer: Henry C. Dukes at henry.dukes@va.gov No Later Than (NLT) Tuesday, 07 February 2017 by 12:00 PM EST. Any questions generated after the site visit must be submitted in writing and emailed to the Contracting Officer by Noon, Tuesday 07 February 2017. Any questions received after that date will be considered too late and will not be answered.
