Description
The National Aeronautics and Space Administration's (NASA) Lyndon B. Johnson Space Center (JSC) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the capabilities to support this requirement for the follow-on to the JSC Protective Services Contract. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 561612, Security Guards and Patrol Services, with a size standard of $20.5 Million. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market research is purely voluntary; the government assumes no financial responsibility for any costs incurred. Please note: This Sources Sought Announcement has been modified to contain elements that may normally be found on a Request for Information (RFI). The government does not anticipate releasing an RFI, however the government reserves the right to issue an RFI if deemed necessary. If a solicitation is released it will be synopsized on FedBizOpps.gov. It is the potential offeror's responsibility to monitor the site for the release of any solicitation or synopsis. The elements of the Statement of Work will include but not be limited to the following: Supporting the Protective Services Division (PSD) in two distinct geographic areas. One area consists of the Johnson Space Center (JSC), Ellington Field (EF), Sonny Carter Training Facility (SCTF) and El Paso Forward Operating Location (EPFOL). The other area consists of White Sands Test Facility (WSTF) and White Sands Complex (WSC). Primary Functions Section : • Government or State Law Enforcement (State of Texas & New Mexico: Level III Trained): Contract Security Police Officers are authorized to enforce Federal law, State law and NASA regulations and policies, conduct vehicle stops, conduct inspections, issue traffic citations, prevent crime, monitor and control accident scenes, collect and store evidence, detain/transport prisoners and testify in court or other official hearings. • Partnering: Established relationships with Federal, State & Local Law Enforcement. (E.g. Tactical Security Experience: Active Shooter, Hostage, Sniper, Barricade, High-Risk Apprehension, Personal Protection Details, Management of Special Events and Acts of Terrorism. • Physical Security Assessments: Provide in-depth review, analysis and report of physical security infrastructure at a large Federal or State complexes and facilities. These assessments would outline both positive and negative findings, provide analysis and recommendations for improvements. • Federal Identity and Credential Management: Issue of Personal Identity Verification (PIV) and non-PIV credentials with a high demand for Foreign National Access Management & Badging. • Lenel OnGuard: Experienced with Enterprise Lenel OnGuard Security Management Systems (e.g. Lenel OnGuard Master/Emerald level certification.) • System Integration: Support technical projects that have integrated component subsystems and elements into a single functioning system. (e.g. integrated identity management systems, access control systems, visitor management systems, and other security related systems.) I nstructions for Submitting to the Sources Sought : 1. Company Information: Please provide: Organization name, address, email address, Web site address, telephone number, DUNS number, and size and type (Large, Small, Women-owned, Service Disabled Veteran Owned, HubZone, and Small Disadvantaged Business) of the organization. 2. Capability to perform the primary functions section: Please provide supporting information (description of capability and experience on other contracts) as briefly as possible (1 or 2 paragraphs is sufficient) to demonstrate your firm's capability to provide the above mentioned functions of the Statement of Work. Discuss your experience performing the work and provide examples. Please make sure that the information is within the last 3 years. If subcontractors will be used and are known, please provide information on what functions the prime contractor will be responsible for and their experience in those areas as well as any subcontractors. If subcontractors are known please provide (Name, Duns number, and work they will perform). 3. Discuss your firm's ability and process to train, recruit, and evaluate personnel. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; and 2) determine type of competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Interested offerors/vendors having the capabilities to meet the above requirements should submit a capability statement of five pages or less, indicating the ability to perform all aspects of the effort described herein. This data will not be shared outside the Government. The Government may use this data to refine requirements and develop a request for a proposal. Data submitted as part of Industry response marked "Proprietary" will not be reviewed and should not be submitted. Please don't submit any cost data or information. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 5:00 PM Central Daylight Time, February 3, 2017.
