- MOFFETT BLDG 19 RENOVATION - VALUE ENGINEERING SERVICES The U.S. Geological Survey (USGS) has engaged CTA Architects Engineers (CTA) to provide professional design services for renovations on two floors of Building 19 at the NASA Ames Research Center (Moffett Field) in Mountain View, CA - the second floor, approximately 40,250 square feet, and the basement, approximately 8,400 square feet - with the intention being for USGS to move a substantial contingent of its workforce from its current location in Menlo Park, CA. The major program components are office space, library and IT support space. The entire first floor and part of the second floor will remain occupied throughout construction and move -in. This effort is ongoing, with the 35% design expected in January 2017 and the 65% design expected in March 2017. An explicit component of the design project is for CTA to participate with both USGS and an independent, third-party in value engineering (VE) activities after the 65% design phase is complete. The scope of this effort is VE services and final development and presentation of a report listing the results of the VE process. The VE study shall follow standard VE methodology and analysis techniques established by the Society of American Value Engineers, International (SAVE) and shall be conducted by a multi-disciplinary team of professional architects and engineers that is led by a Certified Value Specialist (CVS). The USGS contemplates award of a firm-fixed price contract in accordance with the procedures of FAR Subpart 36.6, Architect-Engineer Services. The request for qualifications, including a detailed statement of work and contractor evaluation criteria, will be available on or after 02/06/2017; do not submit your qualifications in response to this announcement. The applicable North American Industry Classification System (NAICS, 2017) code is 541330, "engineering services." The associated size standard is $15.0M in average (three year moving average) annual revenue. The applicable Product Service Code (PSC) is C219, "architect and engineering - general: other." This immediate acquisition is set-aside for participation by small business concerns and there is no incumbent contractor.
