- J&A Statutory Authority: FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. The United States Coast Guard (USCG) intends to award a sole source contract to Aviat U.S. Incorporated, 5200 Great America Parkway, Santa Clara, CA 95054-1108, for four years to provide manufacturer authorized 24/7 upper tier web-based and telephonic technical support to Coast Guard field engineers and technicians, and manufacturer approved expedited depot-level component repair for three (3) products: Aviat Constellation microwave radios, Aviat Pro-Vision network monitoring system, and Fujitsu Flashwave 4100 SONET Multiplexers. Aviat will also provide troubleshooting expertise for: 1. The radio installation including waveguide, antennas, air compressor/dehydrator, and RF path propagation problems. 2. The Provision Network Management software and assistance with troubleshooting the operation of the software as it is configured for our networks. 3. The Fujitsu Flashwave 4100 SONET Multiplexers as configured for our networks. 4. Any problems caused by the interconnections and interactions between all of this equipment as configured in our network. These problems include but are not limited to wiring, software programming, hardware configuration, RF emissions. The current microwave radios, network monitoring equipment and Fujitsu Multiplexers require manufacturer approved support, hardware repair, and digital software/firmware upgrades to assure reliable uninterrupted performance of mission critical USCG and Department of Defense (DOD) Emergency Communications Services. This Sources Sought Notice is issued solely to determine whether there are any other sources that could meet the USCG's technical and service requirements for Technical Support Service and Hardware Advance Replacement/Repair Services. This support service will enable the USCG microwave field engineers and technicians access to advance manufacturer engineers when local support efforts have failed to correct system outages and anomalies. It also allows the USCG to consolidate advanced technical support and component repair for the microwave Radios, Microwave Network Monitoring System and the Fujitsu Flashwave SONET Multiplexers. Additionally, the USCG is not aware of any other companies that have the capability to consolidate advanced technical support and component repair for the Constellation microwave radios, Provision network monitoring system, and the Fujitsu Flashwave SONET Multiplexers. Companies that have the capability to provide these services by April 1, 2017, must submit a capability statement detailing how they would provide them. The capability statement shall also include the company's Dun and Bradstreet number, a discussion of any previous experience similar to this requirement, and a point of contact in the event the USCG requires additional information. This notice does not constitute a Request for Proposal (RFP), or a promise to issue an RFP in the future. Proposals submitted based on this notice will not be accepted. Capability statements received prior to the closing date and time will be considered solely for the purpose of determining whether a competitive procurement is possible.
