REQUEST FOR INFORMATION (RFI) Non-Invasive Transient Elastography Device - FibroScan ® NOTICE OF ACTION: This is a Request for Information (RFI) Only. The Department of Veterans Affairs (VA), Office of Acquisition Operations, Strategic Acquisition Center (SAC) is seeking potential Large Business and Small Business with a special emphasis on Service Disabled Veteran Owned Small Business (SDVOSB) and Veteran Owned Small Business (VOSB) vendors capable of providing Non-Invasive Transient Elastography Devices - FibroScan ® to the Veterans Health Administration (VHA). This RFI is for a Commercial-Off-the-Shelf (COTS) product that will potentially meet future VA requirements. The non-invasive technique of Vibration-Controlled Transient Elastography (VCTE) appears to be the approach of choice and has been endorsed by the American Association for the Study of Liver Diseases. This has been validated in over 1,200 publications on the effectiveness, efficacy and accuracy of VCTE to help aid Physicians in their treatment of Liver Disease. Consistent with their mission, the HIV, Hepatitis, and Public Health Pathogens Programs (HHPHP) Program Office is pursuing an enterprise-wide contract vehicle that would enable VA medical facilities to obtain VCTE with Controlled Attenuation Parameter (CAP) software equipment (including components and service plans). Due to the relatively new non-invasive approach to diagnosing liver fibrosis with VCTE only one manufacturer has been readily identified by the Department of Veterans Affairs that can fulfill this requirement. Paris based EchosensTM is the manufacturer of FibroScan ®. EchosensTM is currently partnered with one SDVOSB in the United States. This SDVOSB is currently the only U.S. authorized distributor known to the Department of Veterans Affairs. FibroScan ® works by emitting a small pulse of energy, and through the use of VCTE technology, calculates the speed of this energy to give healthcare providers an immediate measure of the stiffness of the liver. FibroScan ® with CAP software calculates a surrogate marker that correlates with hepatic steatosis. FibroScan ® is being utilized at approximately 50 VA Medical Centers (VAMC). These devices were procured independently by each VAMC either directly from the manufacturer or through the authorized distributor.
