- Description
- This is neither a request for quote or proposal nor an invitation for bid. The intent of this pre-solicitation synopsis is to inform potential offerors of this requirement. The Request for Proposal (RFP) will be issued by NAVFAC Mid-Atlantic Hampton Roads IPT on or about 3 February 2017. The solicitation number will be N40085-17-R-0302. This solicitation, including all specifications, will only be available in downloadable electronic format. ALL DOCUMENTS will be in the Adobe Acrobat PDF file format and downloadable from NECO website. The official address to the solicitation is https://www.neco.navy.mil. Contractors are encouraged to register for the solicitation when downloading from the website. Only registered contractors will be notified by email when amendments to the solicitation are issued. A sources sought notice was posted on 19 October 2016 under synopsis N40085-17-R-0302 to determine availability and capability of small businesses to perform the requirement. Based on market research results, the procurement will be solicited on an unrestricted basis with full and open competition. NAVFAC Mid-Atlantic's Office of Small Business Programs concurs with the determination to solicit as an unrestricted procurement. THIS WILL BE A COMPETITIVE FULL AND OPEN SOLICITATION. All prospective Offerors must be registered in the System for Award Management (SAM) database (www.sam.gov) and the Online Representations and Certifications Application (ORCA) database (https://orca.bpn.gov). Contractors will be searched against the https://www.sam.gov to ensure they are eligible for Federal contract awards. This acquisition will result in a Firm Fixed Price (FFP) contract for construction services. The proposed project includes the following: RM16-2253 - Design-Bid-Build Water Main Replacement-Decatur Avenue, Naval Station Norfolk, Norfolk, Virginia. This project will replace an existing water distribution main and associated pavement patches in the Waterfront Service Area of Naval Station Norfolk. This project will incorporate the replacement of existing cast iron water-line piping, including all ells, tees, couplings, fittings, valves, joints, and hydrants. Additional work associated with this project includes demolition and replacement of asphalt roadways, concrete curbs, and gutters; testing and removal of contaminated soil; temporary plug piping; and erosion and sediment control. The estimated construction cost is between $1,000,000 and $5,000,000. The anticipated award of this contract is June 2017. The completion time for this contract is 569 calendar days after award. The specifications for this project will be posted with the solicitation and are not available at this time. The North American Industry Classification System (NAICS) Code for this project is 237110, Water and Sewer Line and Related Structures Construction, and the annual size standard is $36.5M.
