Description
NOTICE OF INTENT TO AWARD SOLE SOURCE: The Department of Veteran Affairs Southeast Louisiana Health Care System (SLVHCS) has a requirement to install additional medical gas outlets in the Diagnostic and Treatment building, 2400 Canal Street, New Orleans, LA 70119. This service is available solely from Nash Mechanical LLC, which is currently installing the medical gas system for SLVHCS. The NAICS code is 238220 and the business size is $15M. The proposed purchase order is being solicited on a sole-source basis to Nash Mechanical LLC. The proposed action is for the installation of additional medical gas outlets, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(i). The basis for restricting competition is for the following reasons: The medical gas system for this location is not yet complete and has not yet been certified. The additions being proposed are within the scope of the operations of the existing system, however, no other vendor can be brought in to complete this work as the system itself is not yet complete. Having another vendor complete installation work on this system could jeopardize the entire system, ongoing commissioning efforts and overall request for certification of the system. Additional work conducted by contractors outside of those sanctioned by the installation contractor will void all system warranties. The Department of Veteran Affairs intends to award a firm fixed-price purchase order to Nash Mechanical LLC using FAR 13.5 Simplified Procedures for Certain Commercial Items. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than January 23, 2017 at 3:00pm (CST). This notice of intent is NOT a request for competitive quotes. However, all responses received by January 23, 2017 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
