Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. The Naval Air Warfare Center-Aircraft Division (NAWCAD) Joint Base MDL, NJ requires repair services for the Communications / Navigation Radio Frequency Avionics Flightline Tester (CRAFT) AN/USM-708 Radio Test Set (P/N: 90000108) and the AN/USM-719 Radar Test Set (P/N: 90000121) which the Government intends to solicit and negotiate with Tel-Instrument Electronics Corporation located in East Rutherford, NJ. Under the authority of 10 USC 2304(c)(1), FAR 6.302-1, the Government intends to award a five-year, firm-fixed-price, Basic Ordering Agreement (BOA) to Tel-Instrument Electronics Corporation. The BOA will include repair and replacement services to include inspection, calibration, labor and materials necessary to restore the AN/USM-708 Radio Test Set and the AN/USM-719 Radar Test Sets to operational condition. Tel-Instrument Electronics Corporation is the Original Equipment Manufacturer (OEM), sole designer and manufacturer of the AN/USM-708 Radio Test Set and the AN/USM-719 Radar Test Set. The technical data rights are proprietary to Tel-Instrument Electronics Corporation. The Government does not possess the technical data rights to compete the requirement. The Government welcomes responses from industry, to include small business as well as large business. If your company is considered a large business, provide your subcontracting strategy as to how you would best incorporate small business, small disadvantaged business, woman-owned small business, HUBZone small business, veteran owned small business, and service disabled veteran owned small business, in the overall performance of this effort. Responses to the Sources Sought should be submitted electronically to Lisa Bethea at lisa.bethea@navy.mil. Reference the solicitation number, provide the name of the compnay, Cage Code, DUNS Number, address, company business size for the NAICS code and point of contact. The Government does not intend to award a contract on the basis of this Sources Sought notice. This Sources Sought is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e) responses to this notice are not offers and cannot be accepted by the Government to form a binding contract/agreement. Respondents are solely responsible for all expenses associated with responding to this Sources Sought. Responses to this Sources Sought will not be returned. Respondents will not be notified of the results of the review. NO FORMAL SOLICITATION EXISTS AT THIS TIME.
