Description
NOTICE TO OFFERORS: Solicitation DE-SOL-0010536 closing date for offers is hereby extended through close of business 24 Jan 2017. The extension is to allow the posting of questions and answers. All offers are due by 24 Jan 2017. Questions and answers and any revisions to the solicitation or attachments will be uploaded at this site NLT 20 Jan 2017 for offeror review. All other terms remain unchanged. ************************************ Western Area Power Administration (WAPA), Desert Southwest Region (DSW), Phoenix, AZ intends to issue a solicitation for Vegetation Management Services within substations and communication sites at various locations in Arizona, California, and Nevada. 100% small business set aside. The resultant contract will be a single award of a firm fixed price (FFP) contract. Small businesses are encouraged to participate or team with other small businesses to fulfill the requirements of the solicitation. The NAICS code assigned to this procurement is 561730, the size standard is $7.5 million. The work will be performance-based, commercial services and will require total maintenance and control of the growth of vegetation within the designated areas. The work will require appropriate herbicide application. The contract will be for a base period of performance of twelve (12) months and will include four (4), twelve (12) month option periods to be exercised at the discretion of the government. Award will be best value; offerors' past performance will be evaluated. References will be required with offers, and background investigation will be required before awardee and employees of the contractor can perform services. It is the offerors responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). In order to arrange access to conference, offerors planning to attend shall notify Elizabeth Baierl via email at baierl@wapa.gov no later than NOON on 9 Jan 2017. Provide the company name, names of representatives, number of representatives and citizenship of each attendee. A strict limit of two (2) representatives per company will be enforced. Offerors failing to do so may not have access to the conference. Access is limited to U.S. citizens or legal permanent residents. Only one (1) conference will be held prior to receipt of proposals. Offerors are encouraged to submit advance questions via email to baierl@wapa.gov at least two (2) days prior to the conference, and to email subsequent questions for official response at least three (3) calendar days prior to solicitation closing date. All questions, including those resulting from the site tour, will be answered via an amendment to the solicitation and will be posted on FBO.Gov. In order to facilitate conference preparations, contact Elizabeth Baierl at baierl@wapa.gov to make arrangements for security processing for entry of attendees into the Government facility. Provide name, company name, citizenship for each attendee of the conference. A strict limit of two (2) representatives per company will be enforced. In no event shall failure to attend the pre-proposal conference constitute grounds supporting a protest or contract claim. Offerors are cautioned that, notwithstanding any remarks, clarifications, or responses provided at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by written amendment. It is the responsibility of each offeror, prior to submitting a proposal, to seek clarification of any perceived ambiguity in the solicitation or created by an amendment of the solicitation.
