Advanced Radar Threat System - Variant 1 Production RFI Contracting Office Zip Code: 84056 Classification Code: 334511 Contracting Office Address: 6039 Wardleigh Road Bldg 1206 Hill AFB, UT POC: JoAnn Blakley, 801-775-5895, jo.blakley@us.af.mil Anticipated Period of Performance: 5 years Anticipated solicitation release date: FY2020 Anticipated period of performance: 1 January 2021 - 31 January 2026 Anticipated Contract type: Indefinite Delivery Indefinite Quantity, Fixed Price Incentive Firm Anticipated Quantity: 10 Units 1.0 NOTICE: 1.1 This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for the production of the Advanced Radar Threat System- Variant 1 (ARTS-V1). 1.2 The purpose of this sources sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total small business set-aside. The proposed North American Industry Classification Systems (NAICS) Code is 334511 which has a corresponding size standard of 1250. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled, Veteran-Owned, Hubzone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. 2.0 PROGRAM DETAILS 2.1 The Advanced Radar Threat System-Variant 1 (ARTS-V1) is a Surface-to-Air Missile (SAM) threat radar system based on a modern, long range, strategic SAM threat system. The ARTS-V1 is designed to be used at Department of Defense (DoD) training ranges for aircrew training, tactics and procedures (TTP) development to increase combat effectiveness and aircrew survivability by training aircrews to engage or defend against an advanced SAM threat before encountering it in actual combat. Various aircraft platforms will train against the ARTS-V1, but the most stringent requirements placed on the ARTS-V1 system design come from fifth generation aircraft capabilities. 2.2 The ARTS-V1 is a robust and ruggedized Passive Electronically Scanning Array (PESA) system that is transportable, tracks and/or engages multiple targets simultaneously, and is reactive to aircrew/aircraft defensive measures. The radar system will present threat parametric data derived from Integrated Technical Evaluation and Analysis of Multiple Sources (ITEAMS) intelligence assessments and from the Electronic Warfare Integrated Reprogramming (EWIR). Additionally, the system will provide threat representative full Effective Radiated Power (ERP), replicate threat signals, antenna patterns, operational modes, threat tactics capabilities, and the capability to send real-time radar data back to the Range Control Center (RCC). The RCC will be in conjunction with the range's Digital Integrated Air Defense System (DIADS)-controlled threat environment for processing and analysis. 2.3 The ARTS-V1 Engineering and Manufacturing Development is being completed under the Navy Closed Loop PESA System (CLPS) Program, on contract with Georgia Technical Research Institute (GTRI) and Electronic Warfare Associates (EWA). The Air Force anticipates receipt of a production Technical Data Package (TDP), all relevant and required Configuration Control documentation and a Production Representative Article from the CLPS Program. 2.4 A draft Request for Proposals (RFP) will be released with a Navy CLPS TDP, in contractor format. The RFP will be updated with the final AF ARTS-V1 TDP before release, in AF format. 3.0 INDUSTRY RESPONSE: 3.1 The Government requests interested parties provide the following information. All information submitted shall be unclassified. Information submitted containing proprietary data should have the cover page and each page containing proprietary data clearly marked as containing proprietary data. Information submitted will be retained at AFLCMC/HBZCD and will not be returned. The Government requests the information be submitted in electronic format to JoAnn Blakley, jo.blakley@us.af.mil, no later than 05 March 2017. 3.2 Please send a description of your ability to perform the effort described in this Sources Sought. 3.3 Business size and/or small business status for the NAICS code mentioned in paragraph 1.2. 3.4 A description of similar work performed for the Government and for commercial customers during the past three years.
