Description

Veterans Affairs Network Contracting Office 6 (NCO 6) intends to negotiate on a sole source basis with TrillaMed, LLC (DUNS: 828126321), pursuant to FAR part 12, FAR part 13, and specifically FAR 13.106-1(b)(2) and VAAR 819.7007. The proposed sole source purchase order is for the procurement of software, equipment and related materials and services for an additional seat license of GE Healthcare Cardiolab electrophysiology data recording and visualization software, at the VA Richmond Medical Center (Hunter Holmes McGuire Medical Center) in Richmond, Virginia. The NAICS code for this contract action is 511210, Software Publishers, with a SBA Size Standard of $38.5 million annual revenue. The Product Service Code for this action is 7030, Information Technology Software. A contract is in place to construct an additional electrophysiology laboratory (EP Lab) at the VA Richmond Medical Center (Hunter Holmes McGuire Medical Center), in Richmond, Virginia. The facility uses GE Healthcare Cardiolab software in its current EP lab. This action is to provide an additional seat license, and all related materials and services, for the new EP lab, to standardize the system throughout the facility. The system being procured will include a software version upgrade of the existing seat license, purchase of the additional GE Cardiolab license, related server equipment and software updates, monitors, data modules and cabling necessary to complete the system. The authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. 1901 and is implemented by for restricting competition on this procurement via FAR 13.106-1(b)(2). The Cardiolab software and related equipment are classified as a FDA Class 2 Medical Device. Only one manufacturer s system should be deployed to ensure consistency in the quality of patient care, to ensure practicable system maintenance and any future system integration needs, and for the purpose of minimizing the risk of practitioner error. GE Healthcare has only one SDVOSB distributor to the Veterans Health Administration. Award will be issued to TrillaMed, LLC (DUNS: 828126321) under the authority at VAAR819.7007. VAAR 819.7007 authorizes sole source award to SDVOSBs where an SDVOSB source is known to be responsible and award can be made at a fair and reasonable price. Acquisition history and manufacturer websites were reviewed to identify an appropriate acquisition strategy. Market research has confirmed one SDVOSB is available that will provide the required equipment and software at a reasonable price. Competition is limited by the need for standardization of the existing system. This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement, may submit a capability statement to the contracting office no later than Wednesday, January 25, 2017, 05:00PM EST. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
