- This is a SOURCES SOUGHT ANNOUNCEMENT FOR INFORMATION ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The purpose of this posting is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform the requirement of Airfield Paving and Repair at Grand Forks Air Force Base,. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 237310 - Highway, street, and bridge construction. The size standard for NAICS 237310 is $36.5M. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses, small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision. When the solicitation is issued, it will be available electronically on the Federal Business Opportunities (FedBizOps) web page at http://fbo.gov/, at present time THIS IS A SOURCES SOUGHT, THIS IS NOT A SOLICITATION.. Paper copies will not be made available. Prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award. The SAM site is http://www.sam.gov. The solicitation is anticipated to be available on or around; March/April 2017 with a closing date at least 30 days after issuance. There will be no pre-announcement of solicitation availability. It is your responsibility to monitor the Federal Business Opportunities web page for changes to this announcement. 1. This sources sought is being published for market research purposes only, to identify potential sources capable of implementing, integrating, and operating airfiled paving and repair. A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. 2. The contractor shall be required to furnish all plant, labor, materials, equipment, supplies and supervision necessary for repair/replacement of Airfield Pavements in strict accordance with Technical Provisions and Drawings at Grand Forks AFB to include; construction of necessary pavement repairs to ensure that airfield pavements meet codes and remain in good working condition. Pavement work shall include bituminous asphalt, concrete spalls and joints, and concrete slab replacement. The project also contains joint and crack sealing, painting, and all other support construction as required. 3. The Airfield paving contract will be a firm-fixed price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract that provides a streamlined means to complete a broad range of paving/repair projects. During the life of the contract, Base Civil Engineering will identify tasks required for each specific job. This is only a Sources Sought and is not a Request for Proposal (RFP). 4. Any information provided by industry to the Government as a result of this sources sought is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect cost or charges to the Government will arise as a result of contractor submission of responses or the Government's use of such information. The information obtained from responses to this notice may be used in the development of an acquisition strategy and future RFP. 5. Responses to this sources sought will be used for a market survey analysis to determine if the contemplated acquisition will be conducted under full and open competition, or as a set-aside under a small business set-aside or 8(a) procedures. Respondents shall indicate in their responses whether they qualify under NAICS Code 237310 with a size standard of $36.5 million as a small business. 6. The Government is contemplating a period of performance for this contract of one (1) base year with four (4) option years, which may be exercised to extend the period of performance. The estimated contract start date is sometime this fall or winter.. Estimated contract amount anticipated for the life of the IDIQ contract is more than $10M. 7. Interested parties are requested to submit a statement of capability outlining past work that is related to the requirement listed above. The statement of capability shall include: a.Vendor Name b. Again, any information submitted by the respondents to this source sought synopsis is strictly voluntary. The company's standard format is acceptable; however, the limit for all responses is not to exceed seven (7) single-sided, 12 font size, 8 ½ x 11-inch pages.
