- The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in WRITING via email to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. There is no bid package, solicitation, specification or drawings available with this announcement. This announcement is posted on FEDBIZops. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this Sources Sought Announcement or any follow-up information requests. If you chose to submit a package, clearly identify the park and project on your package (OLYM - 005375), your socioeconomic status (8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, Small) and follow-up two weeks after the announcement closes to check on the status of the project. Olympic National Park area, Port Angeles Operation of Water Intake Structure - Elwha Surface Water Intake and Temp Diversion Pump Station OLYM-0005375 Estimated Range: $350,000 - $500,000 for Base Year - Under to approximately $1.0Mil for Base and Option Period NAICS - 221310 (221310 Water Supply and Irrigation Systems This industry comprises establishments primarily engaged in operating water treatment plants and/or operating water supply systems. The water supply system may include pumping stations, aqueducts, and/or distribution mains. The water may be used for drinking, irrigation, or other uses with a corresponding size standard of $27.5M) Estimated Period of Performance: March 2017 - March 2018 with possibility for one one-year option period Description/Summary of Scope: ******This requirement has a minimum 50% self-performance for the General Contractor. Unless otherwise expressly stated herein, the Contractor shall furnish all contract management, planning, supervision, administration, personnel, materials, chemicals, tools, equipment, supplies, transportation, facilities and anything else necessary for the operation and maintenance (O&M) of the Elwha Water Facilities - Intake System (EWFIS). EWFIS shall be managed, either on-site or remotely, on a continuous twenty-four (24) hour, seven (7) day a week basis, as provided in this statement of work. If EWFIS is managed remotely, Contractor shall maintain the ability for real-time command and control of the entire facility, and shall be located so as to be able to arrive on-site within 30-minutes as required for proper O&M. EWFIS is comprised of the Elwha Surface Water Intake (ESWI), Plant Bypass Waterline (PBWL), Effluent Vault System (EVS), Lower Crown Z Road (CZR), Temporary Diversion Pumping Facility (TDPF), and Area Flood Protection (AFP). O&M of the EWFIS shall be performed in accordance with applicable Federal, State, and local laws and regulations; industry standards and Best Management Practices (BMPs); system and component manufacturer's instructions and recommendations; and pertinent National Park Service (NPS) and Elwha Water Facilities (EWF) Standard Operating Procedures (Appendix A). ESWI provides untreated water to the WDFW salmon-rearing channel, the Lower Elwha Klallam Tribe Hatchery, the City of Port Angeles water system, and the North Overflow Vault and Bypass Channel. The Contractor shall coordinate daily with the end users by phone, with written email follow-up, to meet their water flow rate requirements, which may vary daily. Water demands shall be provided up to the volumes shown in Section 2.1 of this Statement of Work, and will be dependent on river conditions. If the water demands exceed these volumes, the Contractor shall notify the COR. The Contractor shall provide a Water Delivery Report recording the water quantities delivered to each end user. A firm fixed-price twelve (12) month contract with the option for another one year period to extend the contract. It is anticipated that the contract will be from approximately March 15, 2017 through March 14, 2018. If services are required after this period the determination will be made and the contract may, at the sole discretion of NPS, be continued. This is a performance-based contract for O&M services for water diversion and distribution facilities at EWFIS, Clallam County, Washington. The overall responsibility of the Contractor is to plan, coordinate, organize, manage, and perform the activities and meet the performance standards described herein, which are: 1. Diverting the required amount of water flow. 2. Maintaining fish passage through the intake and fish screen structures, and through the fish return pipeline to the river. 3. Performing O&M for all of EWFIS. 4. Performing facilities management. 5. Performing industry standard annual and other inspections; and 6. Remove sediment from the South Overflow ditch and Industrial Bypass Channel, and haul off-site to be disposed of in a proper and legal manner, as necessary. The basic objectives of the EWFIS and Contractor performance are as follows: • Provide the end users with raw untreated water up to the total amount of 184cfs as river conditions allow. • Provide for the passage of fish out of the system at the surface water intake and fish screen structures. • Maintain and operate the facilities, including the ESWI, PBWL, EVS, Lower CZR, TDPF, and AFP levees and associated structures. • Maintain the facility grounds, buildings, and real property. • Conserve electricity in the form of lights, HVAC, etc. The control strategy regulates equipment utilization automatically. • Conduct inspections of the ESWI, PBWL, EVS, and TDPF facilities daily and inspect Crown Z Road and the AFP every ninety (90) days and after every flooding event. • Provide performance monitoring reports monthly, submitted to the Government with the monthly invoice. The report shall include such performance parameters as the flow rates to each user, inspections, maintenance, and parts used. • Document all communications with each end-user (NPI, City, Tribe, and WDFW) via email or other written means. Provide a copy of written communication documentation to NPS. • Coordinate, operate, and manage the operation of ESWI and TDPF, individually and together, as necessary, to properly meet all requirements identified in this statement of work and Performance Work Statement. • Maintain all equipment, including mechanical and electrical systems, in accordance with manufacturer's recommendations and NPS provided OMSI. • Provide cleaning services and maintain grounds and facilities in accordance with contract requirements.
