- Sources Sought Notice The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 17, Network Contracting Office (NCO) 17 is seeking sources for the following procurement: Line Item 0001 Clinical Analyzers, Laboratory, Cost-Per Reportable-Result Period of Performance: 12 Months [One (1) Year] (and Option Years - to be determined) Place of Performance (3): Central Texas Veterans Health Care System (CTVHCS) Olin Teague Veterans Medical Center 1901 Veterans Memorial Drive Temple, TX 76504-7451 Waco VA Medical Center 4800 Memorial Drive Waco, TX 76711-1329 Austin Outpatient Clinic 7901 Metropolis Drive Austin, TX 78744-3111 The CTVHCS is currently using a cost-per-reportable-results clinical analyzer agreement and seeks the same, or similar, agreement/services. Agreement is to include Contractor provided equipment, reagents, disposables, controls and equipment maintenance services. Analyzers must perform coagulation tests using the following reagents: PT, PTT, D-dimer, Fibrinogen, Thrombin time, and Factor Xa. Requirement is for two (2) coagulation analyzers for the Temple location. Requirement also includes one (1) coagulation analyzer for the Waco location and one (1) coagulation analyzer for the Austin location. Analyzers at these two locations can be desktop models. Analyzers should perform the following abilities: On-board QC program; options to select Westgard rules On-board reagent traceability and tracking On-board operator identification and traceability and password protection On-board patient data storage; store data for five (5) years On-board maintenance scheduling and traceability Able to handle multiple sized tubes Auto-stop built for QC failures Turnaround time for PT, PTT and Fibrinogen results in approximately 7 minutes PT, PTT and Fibrinogen testing has no interference by hemolysis, lipemia or icteric specimens Cap piercing operation Full barcode operation Line connectivity; analyzer can function from an automation line connected from Impeco, Beckman Coulter, and Abbott. Able to front-load samples while analyzer is attached to an automation line (in the event the automation line is down for repair). Real-time monitoring of all samples, reagents, and consumables; QC performance and test results with access to calibration curves and Levy-Jennings charts. Test panels; create up to 6 assays, multiple panels with up to 12 assays per sample Automatic test re-run; automatically re-runs out of range tests (user option) Automatic sample and calibrator dilution Automatic QC testing; can be performed automatically by user defined intervals Continuous reagent and performance monitoring; reagent lot number, expiration date, on-board stability and usable volume monitored continuously The NCO 17 is seeking sources from any interested firm that can provide these services, especially Veteran-Owned Small Businesses. Firms that can provide these services are encouraged to respond to the sources sought notice by contacting the point of contact. Interested firms must respond to the POC before the closing date and time of the RFI (25 January 2017, 4:00PM EST) to be considered. Interested firms are requested to indicate in their response if option years in an order/contract can be considered. Interested firms must identify their company name and are asked to provide a capabilities statement (if available) with their response. This notice is NOT a formal request for quote or proposals.
