- THIS IS A SOURCES SOUGHT NOTICE ONLY and a SOLICITATION IS NOT CURRENTLY AVAILABLE. The United States Department of Agriculture (USDA), Rural Development (RD), Customer Service Center (CSC) is issuing this sources sought as a means of conducting market research to identify SMALL BUSINESS concerns having an interest in and the experience, ability, capacity and resources to provide the supervision, labor, materials, equipment, and supplies necessary to provide SKIP TRACING/ LOCATOR PRODUCTS AND SERVICES to CSC. 1.0 DESCRIPTION The U.S. Department of Agriculture (USDA), Rural Development (RD) Customer Service Center,(CSC), St. Louis MO, is soliciting information on potential small business sources to provide SKIP TRACING/LOCATOR PRODUCTS AND SERVICES. Products and services must be able to provide the ability to obtain and verify borrower's information utilizing various locator tools. The information required will be utilized to locate and contact delinquent borrowers; to verify credit information; outstanding liens, judgment and bankruptcy actions via electronic means. The USDA, RD, CSC has determined that access to Experian Credit Bureau products, services and reports are required. Estimated volume is 40,000 - 50,000 transactions/inquiries annually. In an effort to eliminate multiple, redundant collections systems, vendor must be able to provide a complete suite of debt collection products and tools,( including batch services), to select from via a single web portal that include at a minimum, the following key services and/or products: • Provide the most accurate, up-to-date, data with 24-7 access to debtor information; • Options for viewing, pulling or submitting data, including instant online delivery or batch processing; • Ability to pull together all credit data for a single consumer into one file, to eliminate multiple or partial files; • Volume discount pricing; • Information on outstanding liens, judgments and bankruptcies; • Ability to provide address search that can provide names, contacts and information including potential relatives associated with a given address. • Ability to validate names, addresses, phone numbers and Social Security numbers against information reported to credit bureaus; • Ability to obtain current addresses, verify change of address, best phone numbers, including non-published, employer, home and mobile with minimal data input, preferably through use of Social Security number; • Ability to identify neighbors and "nearby's"; • Assurance that information requests will not generate an inquiry on the borrower's credit report, unless the product is an actual credit report; • Provide alert messages\notifications for potential fraud, bankruptcy actions, charge-offs, personal/property liens, etc.; • Ability to verify physical address of residence when the mailing address is a P.O. Box; • Change of Address notifications and whether it was an individual or family move. • Provide unique ID numbers to identify users requesting searches; • Ability to provide training for users. The result of this market research will contribute to determining whether there are adequate SMALL BUSINESS resources from which to receive competitive quotations. The applicable North American Industry Classification System (NAICS) code to be assigned to this procurement is 561450. The size standard is $15M. 2.0 BACKGROUND Rural Development, an Agency of the U.S. Department of Agriculture is the largest direct lender in the Federal Government. The Agency's mission is to provide supervised credit assistance through various loans and grant programs to Americans living in rural communities. Rural Development Customer Service Center (CSC) has a loan portfolio of approximately 331,000 borrowers, totaling $14.9 billion.Rural Development's loan portfolio is serviced by the (CSC) located in St. Louis, Missouri. The mission of the CSC is to provide financial assistance and counseling, in partnership with both public and private agencies that enhances the opportunity for home ownership and encourages the development of quality housing in rural communities. The services provided by the CSC produce high levels of customer satisfaction that are comparable to the best in the industry. The CSC consists of 5 separate divisions; Borrower Assistance, Escrow Operations, Loan Administration, Risk Management, Customer Service & Collections and New Program Initiatives Divisions. 3.0 REQUESTED INFORMATION Interested parties, who consider themselves qualified as SMALL BUSINESS CONCERNS, to provide these services are invited to provide a written response to the questions below and electronically submit your responses to: Connie Williams at connie.williams@stl.usda.gov, no later than 2:00 PM CENTRAL TIME (CT) JANUARY 26TH, 2017. Please limit your capability statement response to no more than four (4) 81/2 x 11 pages. Your responses should provide: Existing demonstrated capability, demonstrated capacity, demonstrated knowledge, and demonstrated past experience. Do NOT submit a cost proposal. Along with your capability statement, include the following at a minimum: Name, mailing address, DUNS number, GSA Contract number (if applicable) phone number, fax number, and e-mail of designated point of contact. 4.0 INDUSTRY DISCUSSIONS The contracting office may or may not choose to contact sources to gather additional information. Such discussions would only be intended to get further clarification of potential capability to meet the requirements. 5.0 QUESTIONS Questions regarding this announcement shall be submitted in writing by e-mail to the Contract Specialist, Connie Williams @ connie.williams@stl.usda.gov. Verbal questions will NOT be accepted. The Government does not guarantee that questions received after January 15, 2017 will be answered. 6.0 SUMMARY THIS IS A SOURCES SOUGHT NOTICE ONLY to identify SMALL BUSINESS concerns that can provide Skip Tracing/Locator products and services. The information provided in the sources sought is subject to change and is not binding on the Government. The USDA Rural Development, has not made a commitment to procure any of the services discussed, and release of this sources sought should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
