Industry is invited to submit comments or questions to Contract Specialist, Todd Bales at todd.bales@us.af.mil and Patrick Thielemann at patrick.thielemann@us.af.mil. Industry is requested to submit all comments/questions on or before close of business on Tuesday, 21 February 2017. NOTICE: This is a DRAFT RFP. This DRAFT RFP may or may not result in an RFP issued by the United States Air Force. Background The Force Protection Commodity Council (FPCC), Joint Base San Antonio (JBSA)-Lackland, is charged with strategically sourcing a first-generation contract to fulfill the Security Forces (SF) Plate Carrier System (PCS) requirement. This PCS is only intended for homestation use at air bases world-wide. When only handgun ballistic protection is needed, the SF PCS gives local commanders the option of having their personnel wear the PCS (with included soft ballistic inserts) instead of concealable body armor. If the threat increases, and personnel need protection against rifle rounds, they can readily add hard plates in the front and back of the SF PCS without having to change their gear set-up. Optional side attachments will also be available to enable carrying side plates or extra equipment. Since this PCS won't be able to provide groin/shoulder/throat auxiliary protection, it cannot provide as much protection as the heavier/bulkier Department of Defense (DoD) standard Improved Outer Tactical Vest (IOTV). However, when the threat level permits less protection, the SF PCS provides a homestation body armor option to minimize unnecessary knee, back, neck and heat related injuries. The SF PCS contract will provide a unisex cloth carrier in six different sizes (XS, S, M, L, XL, XXL) and three different patterns (Tactical Black, Air Force Digital Tiger Stripe, Operational Enduring Freedom Camouflage Pattern). Each cloth carrier will come with National Institute of Justice (NIJ) approved level IIIA (highest handgun ballistic protection rating) soft ballistic inserts. The front and back hard plates that can be worn with the SF PCS to provide protection against rifle rounds (level IV) will not be included on this contract. These plates will come from the AF supply system.
