- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with the National Academy of Sciences, Washington, DC under Other Than Full and Open Competition by the authority of the Federal Acquisition Regulation (FAR) Subpart 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, relative to administration of NIST's Postdoctoral Research Associateship Program. This is a sole source requirement as NIST's authorization language (15 U.S.C. 278g-2 SEC. 19) specifically cites how the program will be carried out: "(a) IN GENERAL - The Institute and the National Academy of Sciences, jointly, shall establish and conduct a post-doctoral fellowship program, subject to the availability of appropriations. "(b) ORGANIZATION - The post-doctoral fellowship program shall include not less than 20 new fellows per fiscal year. "(c) EVALUATIONS - In evaluating applications for post-doctoral fellowships under this section, the Director of the Institute and the President of the National Academy of Sciences shall give consideration to the goal of promoting the participation of individuals identified in sections 33 and 34 of the Science Engineering Equal Opportunities Act (42 U.S.C. 1885a, 1885b) in research areas supported by the Institute.". A cost type contract will be issued on or about April 26, 2017 with a 12-mo. base period beginning May 1, 2017 and (4) 12-mo. option periods. No solicitation package will be issued. This notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to randy.schroyer@nist.gov. The Government will consider responses received by 5:00PM EST, February 3, 2017. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Proposal (RFP) nor is it a request for competition. No telephone requests will be honored. The North American Industrial Classification System (NAICS) code for this acquisition is 541611, and the size standard is $15.0M.
