Description
Project Description: Design and construction of a new Ancillary Explosive Facility; a concrete pad (250'x250' rated at 3,000 PSI) to support Bomb Preload Station/Munitions Assembly Conveyor (MAC II); a covered structure (150' x 150' ‐ 26' minimum height access from all sides). Covered structure must be positioned lengthwise paralleling West edge of pad, 25' from nearest South and West edges); a catenary lightning protection system, a holding pad; a new MSA perimeter fence, and a small Administration Building. The Administration Building will include electrical power; heating, ventilation, and air conditioning (HVAC); telephone and local area network (LAN); and a restroom with potable water service and an onsite wastewater holding tank. Facilities will be located inside the Munitions Storage Area (MSA) at Luke AFB. The new infrastructure includes 2,330' of new MSA perimeter fence with relocated security lighting, two new access roads, new site lighting, utility services (water, communication, power, etc.), and storm water conveyance features. THIS PROJECT IS A WOMEN-OWNED SMALL BUSINESS (WOSB) SET-ASIDE REQUEST FOR PROPOSAL (RFP), BEST VALUE LOWEST PRICE TECNICALLY ACCEPTABLE. ONLY SMALL BUSINESS WILL BE CONSIDERED FOR AWARD. The procurement method used will be 1-step design build best value lowest price technically acceptable. Eligible offerors will be required to provide a technical and price proposal for consideration of award. The technical proposal will be evaluated based on the evaluation criteria stated in the RFP. Those offers that are determined to be Technically Acceptable will then be evaluated based on the lowest price submitted. There will be one pricing schedule for this project with a Performance Period of 225 days after receipt of Notice to Proceed (NTP). The North American Industry Classification Code (NAICS) for this procurement is 236220, Commercial and Institutional Building Construction $36,500,000.00 average annual gross revenue for the last three (3) fiscal years. Estimated cost range for this project is between $5,000,000.00 and $10,000,000.00. Qualification requirements will be available on or about 7 February 2017 with submittals due on or about 14 March 2017. Solicitation W912PL-17-R-0025 and all amendments for this acquisition will be posted on FedBizOpps (FBO) (www.fbo.gov). THE GOVERNMENT INTENDS TO ISSUE THIS SOLICITATION AND ALL AMENDMENTS THROUGH THE USE OF THE INTERNET (WEB ONLY). No additional media (CD ROMs, Floppy Disks, Faxes, or paper) will be provided unless the Government determines that it is necessary.
