- REFERENCE LABORATORY SERVICES Request for Information/Sources Sought Notice The Great Lakes Acquisition Center (GLAC), Network Contracting Office (NCO) 12, is seeking a potential vendor to provide Reference Laboratory Services for the Captain James A. Lovell Federal Health Care Center (FHCC) West Campus and the FHCC Branch Medical Clinic (1523) USS Red Rover, located in North Chicago, IL. Contractor shall provide all labor, supplies, equipment, maintenance, information technology, and supervision necessary to provide Reference Laboratory Services including, but not limited to: specimen preparation and storage; transportation of clinical laboratory specimens, microbiology cultures, and stocks; performance of analytical testing; reporting of analytical test results via an electronic interface; and consultative services. Excerpts from Performance Work Statement Contractor shall provide one (1) full-time equivalent Data Entry/Specimen Processing Technician (including an alternate) to the FHCC (the tour of duty will be divided between BHC 1523 and West Campus) facilities to assist with the processing of specimens, e.g. centrifuging, accessioning, packaging, shipping, etc. and the accurate entry of laboratory results into the Government computer system when the computer interface is not available, when a test is not available in the database, and when interpretive comments, not transmitted through the interface, need to be added to the report. The technician shall also be responsible for entering laboratory test requests, retrieving laboratory results, obtaining test information, printing patient reports, running and reconciling incomplete test lists, and printing utilization reports from the Contractor s Laboratory Information System (LIS). The specimen processing technician will work Monday through Friday, excluding federal holidays. No overtime is anticipated. B. Contractor shall provide all materials necessary to collect, preserve, and transport specimens that are destined to the commercial reference laboratory for testing. Additionally, contractor shall be responsible for storing specimens in such a manner to insure the integrity of the specimen. C. Contractor shall provide daily transportation of primarily biomedical materials that include patient specimens and microbiology cultures and stocks, originating from Government facilities and destined to the contracted commercial reference laboratory. These items are classified as Hazard Materials Class 6, Division 6.2 and are defined in 49 CFR Part 173.134 as those materials that contain or could contain etiologic agents. Emergency transportation services shall be available 24 hours per day, seven days per week including federal holidays. The estimated number of emergency transportations per facility per year is one (1). Specimens must be picked up within 4 hours after notification. D. The Contractor and/or subcontractor shall provide the full range of clinical and anatomic pathology diagnostic testing capabilities to execute all required tests as annotated in the Schedule of Items (approximately 4,000 tests). See attached list for a sample of the testing required. E. The test results shall be reported within the prescribed turnaround times provided by the Contractor as part of the test information, with the exception of the stipulated tests listed in the Schedule of Items that have required turn-around times (TAT), typically within 2-5 business days, but some tests have less than a 24 hour TAT. A report of laboratory testing results must be issued either as a printed final copy or through the host to host electronic transmission of the test results. Electronic delivery of reports by computer interface connection is normally the required method of receipt. Test results determined by the contractor to be critical, shall be communicated by telephone to a designated Government contact person(s) at the originating Government laboratory facility upon verification of the critical test result. F. Contractor shall provide customer service that is accessible by toll-free telephone service 24 hours per day; 7 days per week. Inquiries may relate to specimen collection, testing, technical expertise, account follow-up, and supply orders. Contractor shall provide consultative services that are consistent with the services offered to other contracted customers. These services may include consultations by laboratory professionals or experienced physicians on test or methodology selection or test result interpretation. Contractor shall also provide a statistical analysis of the Government facilities workload testing volumes to assist in the monitoring of ordering trends and utilization patterns and will make recommendations to the facilities on mechanisms to reduce their costs. In addition, each month contractor shall provide a cumulative workload summary report of tests performed in an electronic format capable of sorting. H. The Federal Health Care Center (FHCC) utilizes two different computer systems (CHCS and VistA) with third party Enterprise Service Bus (ESB) software for Orders Portability Solution (OPS). This OPS is an established interface between CHCS and VistA that allows ordering and resulting in either system with actionable orders and verified results displaying in both systems, in real time. OPS s success is dependent on the creation and equivalent file setup of every single test, test panel and the individual components in both CHCS and VistA. Subsequently, all new tests created must be validated between the systems to ensure all tests are ordered and resulted in both systems. I. This contract requires a current, DoD approved interface between the primary contractor and CHCS on a DoD/Military Health Systems (MHS) Medical network. No new interconnections or interfaces are authorized for the FHCC DoD/MHS Enclave networks. This contract also requires a current VA nationally approved Business Partner Gateway (BPG) Interconnection Security Agreement (ISA) and Memorandum of Understanding (MOU) between the VA and the primary contractor. The VistA host computer system supports a Universal Interface (UI) and a Generic Instrument Manager (GIM). The GIM is a commercial hardware and software product that provides electronic connection between the Contractor s host computer and the Government s host computer. The configuration must provide the required security of the Government host computer systems. The initial and continual expense of the electronic message connectivity and maintenance between the Government s systems (CHCS and VistA) and the contractor s LIS system shall be borne by the Contractor throughout the performance of the contract. All electronic messaging between the two (Contractor and Government) host computer systems using the GIM shall utilize VistA Health Level Seven (HL7). J. Contractor shall provide, install, maintain and repair, and if necessary remove, all required telecommunication equipment, hardware, software and related consumable supplies to support the transmission of electronic data. K. Contractor shall have an operational interface connection with the FHCC within 45 days of contract award. The establishment of the test database will be the responsibility of the Government and will begin as soon as the Contractor notifies the Government of an operational interface connection. The validation of the test transmissions through the interface connection will be the joint responsibility of the Government and Contractor. Test database construction and transmission validation will occur using a phased approach that occurs over the periods of time listed in the table below. Contractor is required to maintain medical, general, and automobile liability insurance, as well as workman s compensation, for the duration of this contract. M. Contractor and all of its subcontractors shall have a current process in place for conducting employee screening/background checks as a condition of employment with the contractor or subcontractor and shall provide a certification memo indicating that all its employees and subcontractor employees having access to FHCC sensitive information (ie. laboratory technicians and/or technologists, administrative personnel) during the performance of this contract, have successfully passed through this process to their standards. N. All contractor/subcontractor employees who require access to the Department of Veterans Affairs' OR Department of Defense computer systems at FHCC shall be the subject of an ANACI background investigation and must be favorably adjudicated. Personnel having access to FHCC Information Systems are required to complete VA Privacy Training, VA Information Security Training, read and sign a Rules of Behavior statement, FHCC Information Assurance Training, and if determined necessary, the Computerized Patient Record System (CPRS). O. Qualifications/Requirements of Laboratory & Contractor Personnel 1. Laboratory a) Contractor must have at least three years of experience in providing laboratory testing services and must have at least one year experience in transporting biomedical materials. b) Contractor, including subcontractor(s), must continuously hold a Certificate of Compliance or Certificate of Accreditation from the Centers for Medicare & Medicaid Services as meeting the requirements of the Clinical Laboratory Improvement Amendments of 1988 or must demonstrate accreditation by a regulatory agency(s) with deemed status from the Centers for Medicare & Medicaid Services, e.g. The College of American Pathologists, and/or other state regulatory agencies, as appropriate, and as mandated by federal and state statutes. The reference laboratory (ies) must maintain valid certifications during the entire performance period of this contract. c) Contractor/subcontractor(s) are required to hold all relevant permits/licenses and certifications necessary to provide Reference Laboratory Services. d) Contractor shall maintain safety and health standards consistent with the requirements set forth by the Occupational, Health, and Safety Administration (OSHA), and the Center for Disease Control (CDC) and Prevention. 2. Personnel a) Contractor shall ensure all testing and supervisory personnel at all contractor-owned, affiliate, or subcontracted laboratories assigned to work under this contract meet and maintain the applicable personnel qualifications set forth under the Clinical Laboratory Improvement Amendments (CLIA) of 1988 regulations. b) Contractor shall ensure its employees have the ability to perform the applicable duties consistent with their license and certification. Personnel assigned by the contractor to perform the services covered by this contract shall be proficient in written and spoken English (38 USC 7402). Contractor shall comply with any new regulatory requirements for mandatory education and/or competency assessment, which occur during the contract period. These items must be completed by the individual contractor employee(s) within a mutually agreed upon timeframe between the Government and the Contractor. e) Contractor couriers entering any Government facility must be able to meet all security requirements and be attired in a contractor-issued uniform that bears the name of the Contractor s company. In addition, the Contractor representative shall prominently display a contractor-issued identification badge. The resultant contract will be an Indefinite-Quantity, Indefinite-Delivery contract consisting of a five-year ordering period from the date of award (anticipated August 1, 2017) through July 31, 2023. The small business size standard for North American Industry Classification System (NAICS) 621511 is $32.5 million. All qualified vendors who believe they can provide the required services are encouraged to respond to this request for information/sources sought. Responses shall indicate the vendor s background and experience in providing the required services; a brief overview of how services will be provided and how all the above requirements will be met; a copy of all accreditation certificates, licenses, permits, etc. necessary to provide the required services; and a copy of the currently approved VA/DOD interface agreements (i.e. BPG/ISA/MOU). Offerors are also reminded to complete registration in the System for Award Management (SAM) system, including the on-line Offeror Representations and Certifications-Commercial Items. FAR 52.219-8 Utilization of Small Business Concerns applies to all vendors. FAR 52.219-14 Limitations on Subcontracting applies to small businesses. 52.219-9 Small Businesses Subcontracting Plan applies to large businesses. Responses shall indicate the vendor s socioeconomic status. Vendors that are Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) or Veteran-Owned Small Businesses (VOSBs) shall include proof of verification in the VIP database at www.vetbiz.gov. This is not a Request for Proposal. Responses to this Request for Information/Sources Sought will be used as market research. Responses must be received by the Contracting Officer (CO) at becky.cincotta@va.gov no later than 4:30 p.m. Central Time on Thursday, January 27, 2017.
