Pre-Solicitation Notice VA69D-17-B-0478 Project: FY17 Safety and TJC Corrections Project Number: 695-17-106 Location: Clement J. Zablocki VA Medical Center in Milwaukee, WI Furnish all labor, materials, equipment, and supervision in accordance with construction documents, drawings and specifications to complete Project 695-17-106, FY17 Safety and TJC Corrections, at the Clement J. Zablocki VA Medical Center, Milwaukee WI. This construction project will resolve multiple Joint Commission discrepancies. Work included, but not limited to: Upgrade five (5) patient ceiling lifts (sole sourced equipment) to five (5) rooms in the hospital: 1175, 5450, 7532, 9536 and 9615. Three of these rooms will also get updated privacy curtains (7532, 9536 and 9615). Estimated trades required: electricians, general laborers, skilled installer for sole-sourced ceiling lift equipment. Install remote indicator lights and test switches for ten (10) duct smoke detectors in Building 123 and Building 111. This work is also sole-sourced. Estimated trades required: electricians, HVAC contractors, general laborers, fire alarm system integrator (sole source vendor). Upgrade the Nurse Call and Code Blue systems in the Emergency Department and EP Lab to the Jeron 790 System. This equipment is sole-sourced. Estimated trades required: electricians, general laborers, nurse call/code blue system integrator (sole source vendor). Install a low-energy automatic door opener to the south leaf of the Building 7 west doors. This work is sole-sourced to Tormax. Estimated trades required: General laborers, electricians. Replace eight (8) fire hydrants on the VAMC campus: 4, 6, 7, 18, 20, 32, 33 and 41. Ensure new hydrants are no less than 18-inches above finished grade. Estimated trades required: plumbing/mechanical contractors, general laborers. Replace ¼-in tempered glass with 5/16-in laminated safety glass for three rooms at 3rd floor mental health (3C). Estimated trades required: General laborers, specialty glazing contractors. The project magnitude price range is between $500,000 and $1,000,000. The North American Industry Classification Code (NAICS) for this procurement is 236220 (Commercial and Institutional Building Construction), Size Standard: $36.5 million The project is scheduled to have a period of performance of one hundred and eighty (180) calendar days after the Notice to Proceed is issued by the Contracting Officer. The solicitation (including any/all specifications and drawings) is scheduled to be posted to FedBizOpps (https://www.fbo.gov/) on or about February 6, 2017, with the bid opening on or about March 8, 2017. Bidders are responsible for monitoring and downloading any amendments from FedBizOpps which may be issued to this solicitation. A pre-bid conference/site walk-through will be conducted for this project. The date and time of this conference/walk-through will be included in the solicitation. All prospective bidders are strongly encouraged to attend. Pursuant to Public Law 109-461, this solicitation will be issued as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. In order to be considered for award, the contractor shall be CVE-Verified as an SDVOSB vendor in https://www.vip.vetbiz.gov by the date and time specified for receipt of bids. No other sources will be considered. All interested parties shall have a current registration and current annual On-line Representation and Certifications Application (ORCA) in the System Award Management (SAM) database https://www.sam.gov prior to award.
