WC-133W-17-RQ-0153 Combined Synopsis/Solicitation: Propylene Glycol NSN: 6850-01-288-7922 This solicitation is being issued as Request for Quote (RFQ). Written quotes and demonstration are being requested. This is a combined synopsis/solicitation. This announcement constitutes the only solicitation; quotes are being requested. This is a solicitation from the U.S. Department of Commerce (USDOC), National Oceanic Atmospheric and Administration (NOAA), National Weather Service (NWS) intends to solicit for purchase of 5,000 One-Quart Containers, Propylene Glycol Base for use with Universal Gage, Fischer & Porter Weighing Gauge and all Weather Precipitation Accumulation Gauge in accordance with Specification No. D111-153-SP004. NSN: 6850-01-288-7922. This item is being purchased for the National Weather Service (NWS), to be delivered to the National Logistics Support Center, Grandview, MO. The Propylene Glycol shall be packaged two (2) each one-quart containers per box absolutely no exceptions. The quart containers must have flat sides. This is a 100% small business set aside. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisitions Procedures. Firms interested in this requirement must respond to this notice by submitting demonstrated evidence of its capability to provide the exact product specified in the Specification No. for the NWS program. The Government may elect to waive the requirement for pre-production samples if the vendor has previously provided propylene glycol under the specification. This constitutes the only Request for Quotation (RFQ) written offers are being requested; and a written solicitation is attached. This is hereby issued as RFQ NO. NWWG3400-17-00239. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-36. The Government will award a purchase order resulting from this request to responsible offeror who quotation conforms to the request resulting in the best value to the Government, lowest price and delivery schedule. “Best value” means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement. The Government reserves the right to make a comparative evaluation of quotes in determining best value in accordance with FAR 13.106-2(b)(4)(ii). EAD-KC requires that all contractors to be eligible for award, the offeror must be registered in the System for Award Management (SAM.gov) database and complete the “Core Data”, “Assertions”, “Representations and Certifications”, and “Points of Contact”. No award can be made to a company not registered in SAM.
