Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible small business firms capable of performing construction services for the following: Building 002 Roof Replacement, Navy Medical Center Portsmouth (NMCP), Portsmouth, Virginia - the current roofing was completed in 1998, the roof now needs to be replaced. There are 5 levels of roofs, consisting of 17 distinct roof areas covering the building with built-up roofing. All of the built-up roofs are original to the building. The work of this project includes removal of existing 4-ply built-up roofing, gravel ballast, tapered roof insulation, cants, and providing new 2-ply modified bitumen roofing system on composite tapered polyisocyanurate roof insulation with protection board and cants system, providing liquid flashing system at pipe penetrations and shallow height perimeter flashing conditions (where less than 8" high), removal of approximately 50% of the metal wall reglets/roof counter-flashing and replacement with new pre-finished aluminum, removal of all metal roof area divider covers and expansion joint covers and replacement with new pre-finished aluminum covers, removal of existing wood roof blocking and replacement with new pressure treated wood blocking, removal of all roof and flashing related joint sealants and replacement with new backer rod and joint sealants, providing EPDM membrane lining of existing deep metal gutters at existing sloped metal roofs, providing light fixtures and associated electrical work at roof hatch ladder access-ways, providing roof overflow drains at perimeter 2nd/3rd/4th floor roof areas by core-drilling existing precast concrete parapet copings/brick wall and provide roof/wall drains into cast iron pipe in wall with stainless steel thru-wall scupper escutcheons, removal of all roof drains and providing new roof drains including connections to existing pipe rain leaders, temporary relocation of existing lightning protection system during the work and providing new grounding wire/air terminals/arrestors/connectors/accessories (as required to comply with current requirements and re-certification), temporary removal and re-installation of roof-top exhaust fans and a/c condensing units (where curb flashing heights are less than 8" high; all remaining shall stay in place by using an added metal counter-flashing detail), and incidental related work. All of the above roof replacement work shall include all associated underlayments, vapor retarder membrane on concrete decks, flashings, and accessories for complete watertight roofing systems. The work of this project also includes the following: Removal of cracked grout and providing new grout as well as rust treatment of corrosion spots and painting of steel tube columns at 5th & 6th floor column piers, providing infill metal wall panels and galvanized metal stud framing above existing shaft louver at 5th Floor Area 'F', providing fall protection systems including guardrails along perimeter parapet caps, fall protection walkway/roof access system at Elevator/Shaft Penthouse roof access hatches, pre-fabricated metal stair cross-overs for safety and protection of metal area dividers and expansion joints, ladder climbing safety system and ladder-up handle extension system at roof hatch ladder-ways, and guardrail system with self-closing gates at all roof hatches. Firms shall demonstrate a minimum bonding capacity per project of at least $16,000,000. All service-disabled veteran-owned small businesses (SDVOSB), veteran-owned small businesses (VOSB), certified HUB-Zone, certified 8(a), and women-owned small businesses (WOSB), and small businesses are encouraged to respond. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. This office anticipates award of a contract for these services no later than September 2017. The appropriate NAICS Codes is 238160, roofing contractors, with a small business size standard of $15 million. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested SMALL businesses submit to the contracting office a brief capabilities statement package (no more than 15 pages total) demonstrating the ability to perform the requested services. All responses shall include the following: 1. Completed SOURCES SOUGHT - CONTRACTOR INFORMATION FORM (form attached) that provides information on your company including type of business and bonding. Note: If you are submitting as an 8(a) Mentor Protégé, please indicate the percentage of work to be performed by the Protégé and a copy of the SBA letter stating that your Mentor Protégé agreement has been approved. 2. Completed SOURCES SOUGHT - PROJECT INFORMATION FORM (form attached) for each of the submitted relevant projects (a maximum of five projects). Ensure that the form is completed in its entirety for each project and limited to two page per project. Ensure that the description of the project clearly identifies whether the project is new construction or renovation, the square footage and final construction cost, and addresses how the project meets the scope/complexity requirements. Submit a minimum of one (1) up to a maximum of five (5) relevant roof replacement projects for the Offeror that best demonstrates your experience on relevant projects (similar in size, scope, and complexity to the RFP). Any projects submitted in excess of five (5) will not be considered. Please include a detailed description with each project that explains the scope of work performed (that includes quantities or areas) and relevancy to the project requirements of the RFP. For purposes of this evaluation, a relevant project is further defined as: Size: Project with a roof area of at least 100,000 total square feet, and a cost of at least $5,000,000 for the roofing portion of the project. Scope/Complexity: Project that includes comprehensive roof replacement on a multi-story (minimum of two stories) facility that includes the following: - Styrene Butadiene Styrene (SBS) modified bitumen roof replacement that includes metal flashings and expansion joint covers; and - Roof perimeter fall protection guards and other fall potection safety devices; and - Renovation of lightning protection systems; and All projects submitted must have been completed within the past seven (7) years. The Capabilities Statement Package shall not exceed 15 pages and shall ONLY be submitted electronically to Kate Dinneen, katherine.dinneen@navy.mil, and MUST be limited to a 4Mb attachment. You are encouraged to request a read receipt or acknowledgement via reply email. RESPONSES ARE DUE NO LATER THAN FRIDAY, FEBRUARY 3, 2017 at 2:00 PM Eastern. LATE RESPONSES WILL NOT BE ACCEPTED.
