Description
This is the pre-solicitation announcement. The solicitation number is W912BV-17-R-0011. The sources sought for this project and pre-solicitation notices were advertised under the same solicitation number W912BV-17-R-0011. This is a pre-solicitation announcement. The solicitation number will be W912BV-17-R-0011. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. The U.S. Army Corps of Engineers - Tulsa District has been tasked to solicit for and award a Circuit 1 & Airfield Lighting, Sheppard AFB, TX. Proposed project will be a competitive, firm-fixed price, design/bid/build contract procured in accordance with FAR 15, Negotiated Procurement using "Best Value" trade-off process. This solicitation will be a total small business set aside to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-owned small business (WOSB). Small business, Section 8(a), HUBZone, SDVOSB and WOSB businesses are highly encouraged to participate. Project Scope: The intent of this project is to convert the existing overhead primary distribution service to an underground primary distribution conduit system. Existing overhead lines and poles associated with circuit 1 will be removed. Existing underground feeder cables for circuit 1 will be replaced with new cables. Existing underground conduit system will be re-used to the fullest extent possible, additional conduits may be installed as needed. Overhead transformers will be replaced with new pad mounted transformers while existing "selected" pad mounted transformers and switches will also be replaced. Street lights currently mounted on power poles will be replaced with new street light and poles. Conductors from the circuit 1 system that support airfield lighting will be replaced. Replacement of airfield lighting control cables, associated regulators and lighting protection/grounding system is also part of this project. Repairs to the main airfield utility vault and replacement of the emergency backup generator for UFC compliance is part of this project as well. The project will also include providing a programmable logic controller (PLC) in the airfield operations center. The new cable standard for SAFB is 500kcmil. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is: More than $10,000,000. The North American Industry Classification System code for this procurement is 237990 which has a small business size standard of $36.5 million. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. Anticipated solicitation issuance date is on or about February 8th, 2017, and the estimated proposal due date will be on or about March 21st, 2017.
