- Page 3 of 4 The Department of Veterans Affairs (VA) is conducting Market Research to obtain information regarding potential qualified sources and their size classification (service disabled veteran owned small business, veteran owned small business, hub zone, 8(a), small disadvantage business, woman-owned, small business, or large business) to make appropriate acquisition decisions and to gain knowledge of potential qualified businesses interested and capable of performing elevator upgrade work and elevator HVAC and CCTV upgrade at the Captain James A. Lovell Federal Health Care Center in North Chicago, IL. Sources must be able to obtain bid bond, performance bond, and payment bond up to the upper limit of the project magnitude. The project magnitude range is between $2,000,000 and $5,000,000. This is a Request for Information (RFI) SOURCES SOUGHT ANNOUNCEMENT ONLY. This is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Responses to this Sources Sought Announcement must be in writing. The NAICS codes being considered for the elevator upgrade project are: 333921 Elevator and Moving Stairway Manufacturing 236220 Commercial and Industrial Building Construction Description: The Department of Veterans Affairs (VA) Veterans Health Administration (VHA), Great Lakes Acquisition Center (GLAC/NCO12) requires Contractor(s) to provide all resources, labor, personnel, equipment, tools, materials, vehicles, transportation, and supervision necessary and required to perform the work associated with elevator upgrades, elevator HVAC, and CCTV. ITEM I, GENERAL CONSTRUCTION: Work includes general construction, alterations, elevator component replacement, and necessary removal of existing structures and construction and certain other items. ITEM II, ELECTRICAL WORK: Work includes all labor, material, equipment and supervision to perform the required electrical construction work on this project. ITEM III, MECHANICAL WORK: Work includes all labor, material, equipment and supervision to perform the required Mechanical construction work on this project. ITEM IV, HVAC WORK: Work includes all labor, material, equipment and supervision to perform the required HVAC work on this project. ITEM V, CCTV WORK: Work includes all labor, material, equipment and supervision to perform the required CCTV work on this project. Building 135 work associated with Elevators P13 and S14. Building 133CA work associated with Elevator S1. Building 133CA work associated with Elevators P1, P2 and P3. Building 133 work associated with Elevators P7, P8 and S9. Building 134 work associated with Elevators P10, P11 and S12. Building 1 work associated with Elevator P18. Work is to be performed in phases which will be specified in the solicitation document. Phase I: Complete all Building 1 work associated with the upgrade of Elevator P18. Phase II: Complete all Building 134 work associated with the upgrade of Elevators P10, P11 and S12. Phase III: Complete all Building 133 work associated with the upgrade of Elevators P7, P8 and S9. Phase IV: Complete all Building 133CA work associated with the upgrade of Elevators P1, P2 and P3. Phase V: Complete all Building 133CA work associated with the upgrade of Elevator S1. Premium time shall be required as it is the elevator serving the kitchen. Schedule of work must be coordinated with FHCC kitchen staff. Phase VI: Complete all Building 135 work associated with the upgrade of Elevators P13 and S14. Building(s) No.(s) 1, 133, 133CA, 134 and 135 will be occupied during performance of work but immediate areas of alterations will be vacated. Contractor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris, so that equipment and affected areas to be used in the Medical Centers operations will not be hindered. Contractor shall permit access to Department of Veterans Affairs personnel and patients through other construction areas which serve as routes of access to such affected areas and equipment. These routes whether access or egress shall be isolated from the construction area by temporary partitions and have walking surfaces, lighting etc to facilitate patient and staff access. This section specifies the engineering, furnishing and installation of complete and ready for operation electric traction elevator systems described herein and as indicated on the contract drawings. Passenger Elevators No. P 1-3 Building 133CA, P 7-8 Building 133, P 10-11, Building 134, P 13 Building 135, and P18 Building 1, nine passenger elevators total shall be overhead geared traction type; with Variable Voltage Variable Frequency (VVVF) microprocessor based control system with regenerative drive single car selective collective automatic, duplex selective collective automatic or group automatic operation as specified herein and power operated two-speed side opening car and hoistway doors. Elevators shall have Class A passenger loading. Service Elevators No. S 9 Building 133, S 12 Building 134 and S S14 Building 135, three service elevators total, shall be overhead geared traction type; with Variable Voltage, Variable Frequency (VVVF) microprocessor based control system with regenerative drive; single car selective collective automatic operation and power operated two-speed side opening car and hoistway doors. Elevators shall have Class A Service (passenger) loading. Ductwork and accessories for HVAC including the following: Supply air, return air, outside air, exhaust, make-up air, and relief systems; HVAC fans; air outlets and inlets. Anticipated Performance Period: (18) month period of performance from the date of the Notice to Proceed. Capability: Indicate if your firm can provide the required services as summarized herein.
