Description
Title: Research Biologist Support Services Contract Number: W81XWH-14-P-0113 Notice Type: Sources Sought Response Date: 23 January 2017 Classification Code: A- Research and Development NAICS: 541- Professional, Scientific, and Technical Services 541712-R&D in Physical, Engineering, Life Sciences (Except in Biotechnology) Synopsis: The U.S. Army Medical Research Acquisition Activity on behalf of the Walter Reed Army Institute of Research (WRAIR) is conducting market research to determine availability of companies who can provide Research Biologist non-Personal Support Services in the in handling and maintaining cells culture using sterile techniques and conducting in vitro metabolism-related experiments to include the design and implementation of high throughput assays for the in vitro assessment of permeability studies using laboratory robotics. The primary goal is: • Assist in the development of new anti-malarial drugs. • Use LC-MSIMS mass spectrometry for analysis of cell and/or enzyme based assays. • Lead the design and implementation of permeability studies involving the maintenance of cell lines and the use of related cell cultures under aseptic conditions. • Use in vitro techniques and high throughput robotic system to assess in vitro permeability and the potential for drug metabolism in hepatocytes. • Collaborate in the development and validation of analytical methods for the identification of candidate new drugs and putative metabolites using HPLC with UV/VIS, fluorescence, electrochemical detection, radioactive monitor analyses, and/or mass spectrometry as needed. • Analyze data and prepare reports in support of Investigational New Drugs and New Drug Applications through the FDA using standardized computer applications and relevant software. • Generate and maintain detailed laboratory records and related summaries and reports, all of which remain property of the WRAIR. • Prepare and present novel research projects as abstracts and/or for submission for the peer review publication process. • Collaborate with researchers within the WRAIR as needed to further the institute's mission of providing new anti-parasitic drugs. • Comply with all specified guidelines regarding safety, security, standard operating procedures, written protocols, technical manuals, and procurement of supplies/equipment as per WRAIR regulations. • Provide in vitro metabolism and disposition experimental support to include the design and implementation of high-throughput cell-based assays in efforts related to discovery and development of new antiparasitic drugs. Implement analytical methods for candidate drugs and metabolites using liquid chromatography coupled with mass spectrometry, in support of metabolic profiling and preclinical drug pharmacokinetic studies. Use in vitro techniques and high throughput robotic system to assess in vitro permeability and the potential for drug metabolism in hepatocytes. Prepare and present novel research projects as abstracts and/or for submission for the peer review publication process. Operate, troubleshoot and maintain laboratory equipment. Organize and manage experimental data using hard copy and electronic filing systems. RFI INSTRUCTIONS: THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. The purpose of the synopsis is to obtain substantiation of market presence of companies capable of performing these services. The current effort - W81XWH-14-P-0113 will be extended by 6-months in order to allow the follow-on effort to be put in place. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME; THEREFORE, PROPOSALS ARE NOT REQUIRED AND WILL NOT BE CONSIDERED IF SUBMITTED. Any information submitted is voluntary. The Government will not pay for any information that is submitted in response to this sources sought synopsis. Respondents having proven capability of satisfying the requirements stated herein should provide a narrative identifying business size (large business, small business, and small disadvantaged business, etc.), applicable designators (service-disabled veteran-owned, HUBZone, woman-owned, etc.), experience performing the same or similar services and General Services Administration/Federal Supply Schedule information, if applicable.
