Regional Contracting Center Americas PRE-SOLICITATION NOTICE OF PROPOSED PROJECT Upgrade the existing water distribution system at the El Salvador (SLV) Military installation, Peace Keeping Operations Training Center (Centro de Entrenamiento de Operaciones de Paz [CEOPAZ]). The 410th Contracting Support Brigade, Army Contracting Command - The Americas, hereby provides the following notice with respect to the issuance of a Request for Proposals (RFP) for a project at the SLV Military Installation. All work shall be in strict accordance with the plans and Statements of Work. The scope of work requires the successful contractor to provide professional construction services to meet the requirements of the contract within the established schedules. Projects is as follows: The Contractor shall furnish all labor, transportation, equipment, materials, and any other items and services necessary to repair and upgrade the existing water distribution system at the SLV Military Installation. This project is to fix water pressure and quality issues in CEOPAZ. It will include facilities having bathrooms, utility sinks, kitchen, etc. The existing lines will be replaced in accordance with Water Authorities ("Administración Nacional de Acueductos y Alcantarillados (ANDA)"). A water well will be drilled to increase water capacity. Water well shall be 8 (eight) inches diameter, well screen shall be 6 (six) inches as minimum. Contractor shall also provide a submersible pump at the well. Contractor shall include steel casing, tests, and sterilization. Contractor shall construct a cistern to support the installation for 7 (seven) days. Contractor shall also construct an elevated water tank to feed water to the facilities thru gravity. Contractor shall conduct soil study for the cistern and elevated water tanks. The soil study will validate the foundation for the cistern and tank. Contractor shall provide hydrologic study for this location, water demand study and analysis, and water quality study to validate final cistern and elevated tank designs as well as the required network. Contractor shall do site preparation and required trenching for the construction and installation of the pipe lines and tanks. Contractor shall also provide and install required electrical items to run the pumps and transformer (if needed), electrical poles (if needed) electrical items in the system. Contractor shall provide a filtration and chlorination system to provide potable water in accordance to ANDA. The prospective contractor must be registered in the System for Award Management (SAM) site. Contractor shall obtain all required construction permits and shall conduct a site visit to verify details and the scope of work. Magnitude of Project is estimated between $500,000 and $1,000,000. Performance Period: 270 days after receipt of Notice to Proceed SITE VISIT: A pre-solicitation conference and site visit will take place on 03 February 2017 at 10:00AM. All interested vendors will meet at CEOPAZ. Please reference below for the location of pre-solicitation conference/site visit: Centro de Entrenamiento de Operaciones de Paz (CEOPAZ)/Comando de Ingenieros de la Fuerza Armada, CA1 Carreterra Panamericana, Carretera hacia Santa Ana, San Km 28. This site is located across the "Parque Industrial El Rinconcito" and Esso Gas Station "El Volcán". During this meeting, the scope of the requirement will be discussed and provide all prospective offerors an opportunity to inspect the work site. Potential contractors shall provide the name (s) of attendees no later than 1 February 2017 at 1:00PM Central Time to the Contracting Officer, Mr. Julio Cabrera at julio.cabrera.civ@mail.mil and the Contract Specialist, CPT Brian Noble at brian.t.noble.mil@mail.mil to be able to gain access to the base. The solicitation and any technical exhibits (when applicable), will be available for download from the FedBizOpps website: http://www.fbo.gov. All notifications of changes to this solicitation will be made through electronics means only. It is the contractor's responsibility to check for any posted changes to the solicitation. Contemplating Awardees: Since the contemplating contract is to be awarded by the contracting activity located in Fort Sam Houston, Texas and to be performed in El Salvador, the offerors must meet the following requirement for OCONUS: DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed. The Contractor shall, without additional expense to the U.S. Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
