- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR A PROPOSAL OR QUOTE. THE VA IS NOT SEEKING PRICING OR OFFERS. This is a Request for Information (RFI)/Sources Sought Notice, issued in accordance with FAR 15.201(e), to conduct market research. This RFI/Sources Sought Notice is issued solely for information and planning purposes. It does not constitute either a Request for Quotation (RFQ) or a Request for Proposal (RFP); nor is it a promise to issue a RFQ/RFP in the future. This RFI/Sources Sought Notice does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not seeking proposals at this time, and will not accept any unsolicited proposals. Responders, and not the Government, will pay for any costs incurred while responding to this RFI/Sources Sought Notice. Vendors who don t respond to this RFI/Sources Sought Notice may still participate in any future RFQ/RFP. Information submitted in response to this RFI/Sources Sought Notice is strictly voluntary and becomes the property of the Government. The Government may modify this announcement in the future, as information changes. The Government is not soliciting offers at this time. This is a RFI/Sources Sought Notice only, to gain knowledge of potential qualified sources. A solicitation is not currently available. Responses to this request will be considered for the purpose of determining how the requirement will be stated and how the procurement will be conducted. This RFI/Sources Sought Notice is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. This RFI/Sources Sought Notice is market research to help the Department of Veterans Affairs make acquisition decisions. The VA Heartland Network Contracting Office (NCO) 15 is looking for VETBIZ VIP verified SDVOSB and VOSB concerns registered under the NAICS code 811310 (Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance), in both VETBIZ and SAM, that are capable of performing Smoke and Fire Damper Inspections as follows: STATEMENT OF WORK Description: Perform smoke and fire damper inspections on approximately 400 dampers used throughout the Kansas City VAMC. Location: Kansas City VA Medical Center (KCVAMC) main building and Valor building located at 4801 East Linwood Boulevard, Kansas City, MO 64128. Contractor will: Locate, access and survey the area of subject dampers. Inspect all linkage and pivot points for freedom of movement and condition. Actuate damper to insure equipment works as designed and closes properly. Lubricate, exercise and repair/replace fusible links as necessary. Identify each unit location with a ceiling grid damper label. Authenticate compliance utilizing a customized UPC label applied directly to each damper unit specifying reference number and inspection date. Create a detailed comprehensive damper inspection inventory/matrix report in Excel format specifying the pertinent inspection date, facility/building, floor area, unit location, reference number, damper type, damper motor manufacturer/model number and the current operational status with complete explanation of any problematic issues including access difficulties. Thoroughly clean all areas with a high density HEPA filtration system. Perform all related infection control measures as required by the KCVAMC infection control officer. Complete all pertinent damper unit repairs as deemed necessary; i.e. fusible link replacements, linkage adjustments, damper unit mounts, flex installations, etc. Repair exceptions pertain only to damper actuator/motor retrofits, access door installations and new damper unit installations during the initial inspection phase. Phase 2 project scope of work will incorporate these installations, if requested. All services for this contract must meet manufacturers performance and technical specifications, Federal regulations and other regulations that may apply such as National Electric Code (NEC), Life Safety Code (LSC), The Joint Commission on Accreditation of Healthcare Organizations (TJC), OSHA, NFPA and VA regulations that apply to fire damper inspection, testing and repair. Also, the contractor must provide hardcopy proof, that it s a certified manufacturer service provider and that their technicians are current in device certification training. The contractor shall not perform any service that will result in additional charges without prior approval from the VA Hospital Contracting Officer. The contractor shall include all hardware and software, updates, patches, revisions and licenses to already purchased devices and options at no additional charge to the KCVAMC. All contractor personnel must report to the COR to sign in before any work is performed on the premises of the KCVAMC and to sign out after completion of assignment. The contractor must furnish a detailed field service report or equivalent, showing work completed, listing all repairs and/or repair parts used to maintain operating efficiency of the equipment. The service report must contain, at a minimum, the following information: Date and time of the contractors arrival on station. Type, model and serial number(s) of all equipment on which maintenance was performed including locations of dampers inspected. Total time spent performing maintenance, excluding travel time. Detailed narrative description of the malfunction or PM action required. Complete list of parts replaced. Comments as to the cause of the malfunction when applicable. Date and time the repair or software upgrade was completed. TJC and NFPA standards that govern the required inspection. You should be able to provide letter of certification from one or more recognized fire damper industry manufacturers such as, but not limited to: Belimo, Lloyds, Ruskin and Greenheck. Are your technician(s) that perform the damper inspections current in device certification training? You should have a current training certificate or record of training on file. Certificates may be from a recognized entity such as NFPA, or training certificate from a recognize fire damper manufacturer such as Belimo, Lloyds, Ruskin and Greenheck or can simply a record of on the job training as observed and confirmed by qualified person within their organization. Provide any printed brochures, flyers, web listings, etc. that detail your capabilities.
