- The purpose of this notice is to perform SOURCES SOUGHT/MARKET RESEARCH. This is NOT a solicitation. Responses to this notice will be used by the Government to make appropriate acquisition decisions. No reimbursement will be made for any costs associated with providing information in response to this sources sought notice or any follow up information requests. The U.S. Army Corps of Engineers (USACE), Europe District (NAU), is conducting market research to determine potential sources having the qualification, experience, and bonding necessary to perform the described work. The Government intends to award a firm fixed-price construction contract. The purpose of this Europe District (NAU) contract is to construct the new Brussels American School and Athletic Field on Sterrebeek Annex in Brussels, Belgium for Department of Defense Education Activity Europe (DoDEA-E). The new Brussels American School facility consists of a Pre-K through 12th grade school building with a total gross area of approximately 6,700 square meters. The building is composed of a partial one-story learning neighborhood and administration wing connected to a two-story commons space framed by two-story learning neighborhoods, exploratory learning, and building support spaces. A partial basement level for technical equipment is located below the north-east corner of the two-story wing. Building construction will consist of structurally reinforced concrete walls and columns supporting precast concrete floor slabs with a lightweight concrete topping. Exterior materials include light toned brick with glazed colored accent bricks, punched insulated reinforced aluminum windows with laminated glazing, color coated frames and sunshade devices with fritted glazing where required for solar protection, areas of glazed curtain wall, and stone base at exterior masonry and curtain wall. The brick construction is compatible with regional architecture. Roofing materials include light covered membrane roof and powder coated metal roof panel systems. Interior walls are painted plaster finished masonry block. Interior operable partitions with glazing and with solid writable surfaces are used throughout the learning neighborhoods. A sprinkler system is included for fire protection. Exterior facilities include utilities, roads, parking, sidewalks, landscaping, and all necessary support for the school building. A new athletic field and six lane running track is also included. The contract includes demolition of the existing running track and field. The project will be completed in 1095 calendar days. Construction phasing requires the new athletic field to be constructed prior to demolition of the existing athletic field and construction of the new school. The estimated magnitude of this contract action is between $25,000,000 and $100,000,000. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT: Please include a narrative to answer each of the following questions: (Total number of pages shall not exceed 5). (1) Name of firm, address, point of contact, phone number, and email address. (2) CAGE Code and DUNS number (if available). Please note it is required that interested contractors be registered in System for Award Management (SAM) prior to award. Please see www.SAM.gov for additional information. (3) Your intent to submit a proposal for this project when it is formally advertised. (4) Your firm's bonding capacity (single and aggregate capability) or ability to obtain Bank Letter of Guarantee and Letter of Assurance. (5) Contract data sheet identifying your recent and relevant experience that would qualify your firm to perform the specified type of work. Submit no more than five (5) past completed projects within the past five (5) years from the date of this Sources Sought for which your firm performed. Data sheets must address recent experience with design-bid-build construction. Describe in detail the actual work performed, dollar value of the project, and its location. Include the customer name, timeliness of performance, and customer satisfaction. Provide any additional information to further substantiate the capabilities of your firm to perform the specific type of work that this project involves. Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis.
