FOR INFORMATION PURPOSES ONLY SOURCES SOUGHT ANNOUNCEMENT ISSUED 01/20/2017, CLOSES 02/03/2017 THIS IS A SOURCES SOUGHT ANNOUNCEMENT (SSA) IN COMPLIANCE WITH FAR 10.002 AND FAR 15.201(e), WHICH SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT, INVITATION FOR BIDS, REQUEST FOR QUOTATIONS, OR A REQUEST FOR PROPOSALS. THE REQUEST FOR THIS INFORMATION BY THE GOVERNMENT IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ACQUIRE ANY PRODUCTS OR SERVICES, NOR DOES THE GOVERNMENT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SSA OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. All responses will be treated only as information for the Government to consider. Those responding will not be entitled to payment for direct or indirect costs that they incur in developing a response to this SSA. Furthermore, this request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Army in developing an Acquisition Strategy, Statement of Work and/or Performance Work Statement. Interested parties are responsible to clearly and adequately mark proprietary, restricted or competition sensitive information contained in their response accordingly. The Government may perform preliminary Technical and Price evaluations on the information provided for understanding of the scope of the requirement. This SSA is a market survey to identify potential sources for Lodging in the Carlisle, PA area within a three and one half (3 ½) mile radius of Carlisle Barracks to support a function being held at the US Army War College (USAWC). The Government expects to follow the procedures according to FAR Part 12 and 15. Lodging prices shall not exceed the JTR per diem rates as published by the General Services Administration (GSA) for the time period and Fiscal Year in which lodging occurs. Lodging dates are indicated in the table below. Quantities are estimates only. The U.S. government reserves the right to increase or decrease the quantity of rooms by no more than 15 percent at any time. The USAWC requires a total of 160 lodging rooms meeting all of the specifications in the PWS including the proximity specification to the USAWC. The USAWC is willing to contract with two or three facilities to accomplish the total goal. Preference may be given by number of rooms quoted and/or total price. The Contractor shall provide 40 to 100 individual guest rooms. DATES: AY17 -- 4-7 June 2017 AY18 -- 3-6 June 2018 AY19 -- 2-5 June 2019 AY20 - 31 May-3 June 2020 AY21 -- 6-9 June 2021 The lodging facility must meet the following qualifications: Non-conformance in any specification will be grounds for rejection of the offer. c. The hotel must: (1) Be located within a three and a half mile radius of Carlisle Barracks. (2) Provide service area in lobby (or immediately adjacent room marked with facility-provided signs) to permit USAWC Reception Desk personnel to have ease of contact with arriving guests. Facility will provide two six-foot-long tables and two chairs. (3) Offer free continental breakfast to include at a minimum: (a) Freshly brewed coffee (regular/decaf) and hot tea (b) Chilled fruit juices and milk (c) Fresh fruit (d) Cold cereals, yogurt (e) Assorted Danish (f) Bagels, toast (g) Hot item(s) which may include eggs and a bread product (French toast, waffle, pancake, etc), and a meat (bacon, sausage, ham, chipped beef gravy, etc.). d. The Contractor shall permit the Government to release rooms to the contractor by 1:00 p.m. each day during the contract period, thereby relieving the Government of any obligation to pay for the rooms. e. The Contractor shall provide assigned room numbers to the U.S. Army War College representative not later than three days prior to arrival of guests. Contractors who believe they possess the requisite experience and expertise to meet these requirements should respond by indicating their interest and provide sufficient information or documentation to indicate how the requirements would be met. Responses may include a statement as to the size (total number of rooms) of the facility, statement of qualifications according to the above requirements, and star rating according to the Forbes Travel Guide. Responses to this SSA must be unclassified. Interested sources possessing the capability of meeting all of the requirements and conditions outlined above are encouraged to indicate by responding via email to the POC identified herein. All submissions must include full company names, Points of Contact (POCs) to include, name, position, office and mobile telephone number(s) and email address. All interested sources are encouraged to respond to this SSA by providing the requested information noted above Not Later Than (NLT) Close of Business March 15,2016. All proprietary and restricted information shall be clearly marked accordingly. All responses and inquiries pertaining to this announcement shall be forwarded via email to Larry L.
