Description
This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (service disabled veteran owned small business, veteran owned small business, hub zone, 8(a), small disadvantage business, woman-owned, small business, or large business) relative to NACIS 325412 (size standard of 1,250 employees). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions.. The purpose of this sources sought is to conduct Market Research to determine an acquisition strategy and identify parties having an interest in and the resources to support a requirement for INOtherapy Services (Nitric Oxide inhalation), Brand Name or Equal. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. This is not a solicitation announcement and should not be considered as such. The Louis Stokes Cleveland VA Medical Center is seeking sources that can provide INOtherapy, Brand Name or Equal, Services to at the Cleveland VA Medical Center (10701 East Boulevard Cleveland, Ohio 44106). Potential exist for multiyear contract (base + 3-5 option years). The proposed solicitation is to furnish all deliverables, medication, consumables, materials, labor, equipment and transportation etc. required to provide INOtherapy, Brand Name or Equal, to the Department of Veterans Affairs, Cleveland Medical Center (VAMC). Contractor shall also comply with any other federal, state, and local laws applicable to the industry. The contractor shall provide all equipment, gasses, training and consumables so that the Louis Stokes Cleveland VA Medical Center (LSCVAMC) may provide Inhaled Nitric Oxide therapy to its veteran patients. The contractor will supply the equipment used to deliver the USP Nitric Oxide to patients, the tanks of USP Nitric Oxide, supplies needed to support the machine and Nitric Oxide therapy and any additional staff training. Contractor shall provide Customer with use of INOtherapy Services which consist of 1) The pharmaceutical drug INOmax ® (nitric oxide) for inhalation ( INOmax ), 2) A delivery device meeting the criteria for the administration of INOmax set forth in the product label for INOmax (the Delivery Device ), 3) Various maintenance and calibration items, accessories, and disposables, and training, support, (1-3) collectively known as INOtherapy System Maintenance, pick-up and delivery, and other services, all as described in further detail in Exhibit A Exhibit A INOmax (nitric oxide) for inhalation portable aluminum cylinders: Use of Delivery Device meeting the criteria for the administration of INOmax set forth in the product label for INOmax INOcal purified calibration gases for calibrating the Delivery Device(s) Disposables, Adaptors, Parts, and Accessories Training & In Service 24/7 Technical & Customer Support Test Gas Program & Monthly System Check-Out Kits Routine Preventive Maintenance and Updates for Delivery Devices Replacement/Repair of Delivery Devices on an as needed basis Routine scheduled pick-ups and deliveries to provide Customer with appropriate levels of cylinders of INOmax and related supplies and disposable items Emergency Deliveries INOtherapy Systems (including Delivery Device(s), cylinders, calibration gas, disposables, etc.) on an as needed basis Reimbursement Support Services Potential sources must demonstrate experience and knowledge of required services and capability to provide such supplies. Potential sources should submit: business name and address, point of contact, business size, and any applicable business socio-economic category capability statement, provide information for recent (within the past year) and relevant projects similar in nature, DUNS number, and Contract information. THE VA IS NOT SEEKING PRICING OR OFFERS OF ANY KIND. There is no guarantee, expressed or implicit, that the market research for this acquisition will result in a particular set-aside or sole source award, or any other guarantee of award strategy. All information is to be provided on a voluntary basis at no charge to the Government. Responses to this notice shall be e-mailed to Danielle Bowman at Danielle.Bowman@va.gov. Telephone responses will not be accepted. Responses must be received in writing no later than 5:00 p.m. EST, January 24, 2017. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
