- Sources Sought_Repair Taxiways Sources Sought: Repair Taxiway B, K, Service Apron 2, Washrack and HS-320, Kadena Air Base, Okinawa Japan THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. The submission of this information is for planning purposes to determine the availability of potential and eligible contractors for a single award to Repair various taxiways on Kadena Air Base, Okinawa, Japan. It is not to be construed as a commitment by the Government to procure any services, nor does the Air Force intend to award a contract on the basis of this request for information or otherwise pay for the information solicited. No solicitation, specifications, or drawings will be available at this time; therefore, do not request a copy of a solicitation. Potential offerors having the skill, capabilities and bonding necessary to perform the described project are asked to complete the following market survey: https://www.surveymonkey.com/r/V5H5NDH. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Particularly, the purpose of this NOTICE is to gain knowledge of potential business sources interested in performing this requirement. The survey will be evaluated solely for the purpose of determining adequate competition among the potential pool of available contractors. This project is planned for advertising in March 2017. The estimated cost range according to the Federal Acquisition Regulation (FAR) 36.204 is between $1,000,000 and $5,000,000. The NAICS Code is 237310. The projected performance period for this project is 359 calendar days. Under FAR 52.236-1, the contractor shall perform on the site, and with its own organization, work equivalent to 25 percent of the total amount of work to be performed under this contract. WORK SUMMARY: The contractor shall furnish all tools, equipment, materials, testing, labor and personnel necessary to plan, manage, supervise and construct the selective repairs and replacement of existing Portland Cement Concrete (PCC) slabs, replacement of all existing joint sealant, complete crack repairs, seal cracks, repair existing patched pavement areas, repair joint spalls, repair corner spalling for Washrack, Taxiway B and Taxiway K. Replace all existing AC pavement with new PCC slabs for Hardstand 320 and replace all existing PCC slabs with new PCC slabs for Service Apron 2. This project must adhere to applicable Unified Facilities Guide Specifications; Airfield pavement and repair UFC 3-260-01, UFC 3-260-02, UFC 3-270-03 and UFC3-270-04. This project will be performed in its entirety in the country of Japan. CAPABILITY STATEMENT: In addition to completing the market survey, the following requests are designed to assist 18 th Contracting Squadron, Kadena Air Base, Okinawa, Japan in tailoring requirements to be consistent with industry capabilities. Please provide your responses to the following. Please limit your submission to no more than 5 pages. 1) Offeror's name, address, point of contact, phone number, and e-mail address. 2) Offeror's capability to perform work under a contract of this magnitude and comparable work performed within the past 3 years - Describe your self-performed effort, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project - provide at least 3 examples. 3) Offeror's Joint Venture information if applicable - existing and potential. 4) Type of Business The capabilities Statement for this sources sought is not expected to be a Request for Proposal or invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company's ability to demonstrate existing or developed expertise and experience in relation to the area specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the capability statement. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Potential offerors are not required to respond to this sources sought but are highly encouraged as this information will help assist the Government in meeting our requirements in an efficient and effective manner. All interested offeror's are asked to complete the market survey and provide a brief capability statement via email by 2:00PM Japanese Standard Time on 3 February 2017.
