- NOTICE OF INTENT TO SOLE SOURCE: Under the authority of 41 U.S.C. 3304(a)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, the Department of Veterans Affairs, Great Lakes Acquisition Center, intends to award a Sole Source contract to Energy Systems Group, LLC (ESG) of Newburgh, Indiana, the Energy Center managers through the Enhanced Use Lease. The services shall include the planning and coordinating of utility shutdowns, submittal review of switchgear & controls, providing cogeneration system documentation to Commonwealth Edison (ComEd) and coordinate with ComEd for installation of the Switchgear equipment, redesign, and modification; The Contractor shall supply the equipment modifications and upgrades to provide functionality for the Jesse Brown VA Medical Center, Chicago Westside Energy Center (CWEC) in Chicago, Illinois to allow operations of the turbine generator in parallel with the VA Switchgear Bus A and Commonwealth Edison (ComEd) line Y71460; The Contractor shall provide all tools, materials, equipment, components, labor, management and supervision necessary to Modify Chicago Westside Energy Center (CWEC) Switchgear to parallel with VA Switchgear Bus A side at the Jesse Brown VA Medical Center (JBVA), 820 S. Damen Avenue, Chicago, Illinois. In association with the Department of Veterans Affairs, Jesse Brown VA Medical Center Project Number 537-14-110 Replace Bldg. 21 Switchgear, the Contractor shall design a new set of ComEd-required hard-wired interlocking modifications to CWEC master control, relay, and synchronizing panel(s) for compatibility with the new VA main switchgear, and to provide the ability of paralleling of the turbine-generator to both the A-Bus and B-Bus of the JBVAMC switchgear by adding the functionality to parallel the turbine generator with ComEd line Y71460 and submit for ComEd approval. Upon ComEd and VA written acceptance of the above design, the Contractor shall provide the work described in the design. This Notice of Intent is not a request for competitive proposals. If anyone has information that refutes the Government's intent, please submit concerns to the Contracting Officer at claude.humphrey@va.gov No Later than Friday, February 3, 2017.
