Procurement Type: Request for Information and Invitation to Virtual Industry Day Date Posted: January 23, 2017 Title: Soldier Borne Sensor (SBS), Unmanned Aircraft Systems (UAS) Description: INTRODUCTION: This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this RFI is to gain information to inform the future program of record. Since its inception in 2002, Program Executive Office (PEO) Soldier has provided U.S. Soldiers with capabilities to ensure they remain decisive and dominant through the full spectrum of military actions. Ensuring that Soldiers have the most advanced equipment, from protective equipment such as helmets and body armor, to weapons, power solutions and sensors and lasers, means keeping ahead of scientific and engineering innovation. One such effort is bringing small-Unmanned Aircraft Systems (UAS) technology, also known to the Army as Soldier Borne Sensors (SBS), solutions to the individual Soldier on the battlefield. However, to do this right and stay ahead of technological innovation in the marketplace we are seeking your engineering expertise. PdM SMS invites industry, academia, individuals, and labs to participate in a virtual industry day and one-on-one discussions of the SBS requirements and discussion of the details of an upcoming user assessment. PdM SMS will hold a virtual Industry Day on 08 February 2017 from 0900-1300, Eastern Standard Time (EST) which will provide a forum for innovators to hear about the SBS program directly from the Army and allow the PdM to answer questions submitted as a result of this RFI. There will be no discussion of funding. PdM SMS encourages participants to submit an Information Paper/White Paper that addresses how their system meets the requirements below and any other system attributes that support the ability of the squad to obtain real-time actionable information out of the range of contact. The Information Paper/ White Paper and questions in reference to this RFI shall be submitted in writing to Contracting Officer, Samantha L. Shultz via e-mail to Samantha.l.shultz2.civ@mail.mil, no later than 06 February 2017, by 8:00 A.M. Eastern Standard Time (EST). Upon request, the Acquisition Administration POC, Roy Trimble, can and will schedule a one-on-one virtual discussion. The one-on-one virtual discussions will be scheduled for either 08 February 2017 or 09 February 2017 with a time To Be Determined (TBD) after requested submittal. One-on-one virtual discussion shall be requested via e-mail to Roy Trimble at roy.k.trimble.ctr@mail.mil no later than 03 February 2017, by 3:30 P.M. EST. In the one-on-one virtual sessions, PdM SMS will address any questions with participants in which the offeror believes may compromise their proprietary or competitive position if posed in the open industry day forum. One-one-one virtual discussion will not exceed 45 minutes in duration. Funding will not be discussed. Following the virtual industry day (08 February 2017) and any possible one-on-one discussions (08 Feb. and 09 Feb. 2017), Acquisition Administration POC, Roy Trimble will invite industry, academia, individuals, and labs with operational materiel solutions to participate in the April 2017 Army Test and Evaluation Command (ATEC) user assessment. The Acquisition Administration POC, Roy Trimble will send e-mails inviting participation in the April user assessment to include further details such as specific date, time, location, etc. All interested parties for the user assessment will provide a pilot and training for the system and hardware at no cost to the Government, to be evaluated by the Army. In order for a chance to be invited to participate in the user assessment, interested parties shall submit an Information Paper/ White Paper no later than 06 February 2017 by 8:00 A.M. EST to Contracting Officer, Samantha L. Shultz via e-mail to Samantha.l.shultz2.civ@mail.mil. Here's a snap-shot of what PdM SMS is looking for in the interested parties Information Paper/ White Paper: DRAFT KEY PERFORMANCE PARAMETERS: • The in-flight battery life of the air vehicle shall be fifteen (15) minutes at minimum. • The system shall apply Advanced Encryption Standard (AES) 256-bit encryption to data received by the controller and shall erase mission data after multiple failed login attempts. Systems without this feature are allowable for user assessment only. • The air vehicle shall have 20% or lower probability of being detected by an unaided eye at a range of 30m. • The system shall be complete and stand-alone containing all necessary hardware, software, radio equipment, batteries and a tactical carrying pouch and shall be designed for flight by a single operator. OTHER SYSTEM ATTRIBUTES: The Government may trade these performance attributes against each other or against cost to achieve the best value. • The air vehicle shall not emit more than 50dB audible sound at a range of 30m. • Air vehicle shall operate in both manual and waypoint navigation modes. Waypoint navigation allows user to enter multiple locations that the system will fly to in predetermined order. • The system shall have the ability to return to a predetermined location for loss-of-radio link. • Air vehicle's operating radius shall be 500m with line of sight. • Air vehicle shall have, at range of 50 meters day and 20 meters night, sufficient resolution for a trained operator to detect a man-sized target with a 90% probability. • Air vehicle shall have, at range of 20 meters during the day, sufficient resolution for a trained operator to recognize a man-sized target and determine if armed with a rifle or not with a 90% probability. • Air vehicle shall have the ability to be hand launched and recovered, without exposing the operator, while in the prone position and from cover and concealment, a hide site, confined area and alleyway type locations. • Air vehicle's launch time from stored to operational shall be less than 60 seconds. • Air vehicle shall be operable in constant winds up to 10 knots and gusts to 15 knots. • The system ground control station shall record and display incoming video and telemetry data in near real time to the operator. • System sensors shall support day and night imaging. (Night sensor desired but not required) • Full system weight (air element, ground control station) shall not exceed 3.0 lbs. • The weight of the air vehicle shall not exceed 150 grams. • The system shall operate in a federally (DoD) Allocated Radio Frequency - Examples (interested parties are not limited to these examples): CONUS 355-380MHz or 1780-1850 MHz or 2025-2110 MHz, OCONUS 1625-1725MHz. (commercial frequencies are allowable for user assessment only) • The display shall be visible in day or night and backlit with brightness and contrast controls. • The system shall accept a standard interoperable charging configuration with Military Standard and widely commercially available chargers. SUBMISSION INSTRUCTIONS: INTERESTED PARTIES SHALL NOT SUBMIT PROPOSALS. INTERESTED PARTIES SHALL SUBMIT INFORMATION PAPERS/WHITE PAPERS AND INITIAL QUESTIONS ONLY BY THE SPECFIED DUE DATE AND TIME IN ORDER TO BE CONSIDERED FOR THE USER ASSESSMENT DAY. No contracts will be awarded based on this announcement. If you are interested in participating in the virtual industry day, please e-mail the Acquisition Administration POC, Roy Trimble via e-mail at roy.k.trimble.ctr@mail.mil by 03 February 2017, no later than 3:30 P.M. EST. You will receive a response e-mail providing you with information on how to attend the virtual event/ industry day, on 08 February 2017. Please include the following information in your e-mail: • Company name • Business Type and size (i.e. service-disabled veteran-owned small business, women-owned small business, etc.) • Is the company interested in participating in the SBS program as a prime contractor or sub-contractor • Name of persons planning to participate in the virtual industry day • Company Cage Code If an offeror requires a one-on-one session with the Government to discuss questions which may be of a proprietary nature, please e-mail the Acquisition Administration POC, Roy Trimble at roy.k.trimble.ctr@mail.mil prior to 03 February 2017, no later than 3:30 P.M. and a one-on-one discussion can be scheduled. One-on-one discussions will be scheduled on 08 and 09 February 2017. Each discussion will be limited to forty-five (45) minutes in duration. Question submissions are due no later than 06 February 2017, by 8:00 A.M. EST, which is prior to the virtual industry day in order to allow time to prepare responses to questions that will be presented during the industry day. Information Paper/ White Paper submissions shall be submitted prior to the virtual industry day in order to allow time for review in preparation to provide sufficient detailed information to interested parties who attend the virtual industry day. Information Papers/White Papers shall not exceed two (2) pages in length, one sided, using a PDF format and no less than 10-point font, Times New Roman. Information Papers/White Papers not meeting these requirements may not be reviewed. Proprietary Information: Respondents shall clearly identify and mark in writing all proprietary information provided on all documents. Information Paper/White Paper Submission Format: Section A: Name of Company/ Corporation, Point of Contact, Title, Date, E-mail Address, Phone Number, Fax Number, Organization/Office Symbol, Mailing Address, Cage Code, NAICS Code, Business size (small or large), and intent of being the Prime Contractor or Sub-contractor once official Request For Proposal (RFP) is released. Section B: Capability description - Address solution's ability to meet Requirements in the RFI. How will the capability enhance mission effectiveness? Describe limits of environment in which this solution can operate. Section C: Please note related federal contracts to include Government point of contact, current telephone number, e-mail address, and mailing address.
