- THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD: The United States Department of Agriculture (USDA) Animal Health Inspection Service (APHIS) Wildlife Services (WS) in Fort Collins, CO intends to negotiate a sole source award to Vectronic Aerospace GmbH of Berlin, Germany for 34 Vectronic Aerospace GmbH iridium GPS that will need to be refurbished and inspected every year. The USDA, Animal Health Inspection Service (APHIS) intends to award a sole source Firm Fixed Price purchase order under the statutory authority permitting Other than Full and Open Competition per statutory authority is 41 U.S.C. 253( c )(1) FAR 6.302-1 to Vectronic Aerospace GmbH for 34 Vectronic Aerospace GmbH iridium GPS that will need to be refurbished and inspected. The property or services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs. Without refurbishing the collars, all the data and location information will be lost. WS is leading the way in assisting landowners and other agencies to alleviate feral swine damage. One of the ways in which we accomplish this data is by tracking a known feral swine population to study habitat preferences and judas operations. This process involves trapping or capturing a feral swine via trap or netgun (helicopter) and place the collar on the animals and release it. These collars are programmed to capture data every hour on the hour and transmits every 5th hours to satellites to keep informed of the animals locations. After the collar is removed, the remaining data can be used to identify habitat preference by these animals. The use of the collar and service for judas operations is a great tool to eliminate the entire sounder that is causing damage. Refurbished collars will allow WS to use this information to track feral swine across the U.S. Using these GPS collars will help WS accomplish our mission of reducing feral swine damage to all facets affected by feral swine damage. Data will also be used to identify habitat and behavioral factors that determine when and where feral swine cause damage. This notice of intent is NOT a request for proposals or quotations. Request for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action is based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this requirement, no later than 3:00 PM MST on February 06, 2017 by email to Jeanine.J.Goral@usda.gov. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. The Government reserves the right to cancel the Sole Source Award.
